30703 - Exit Interview The inspector met with the licensee representatives (denoted in paragraph 1) on October 31, 1985, and summarized the scope and findings of the inspection.
At no time during this inspection was written material provided to the licensee by the inspector.

92713 - Independent Inspection Effort The inspector reviewed,and discussed with the licensee, their actions taken with regard to the Order signed by the Secretary to the Commission on September 30, 1985, that required nonpower reactor licensees to show cause why they should not be required to reduce the amount of high enriched uranium (HEU) onsite to that amount necessary to maintain a normal schedule of operations. Specifically, this Order permits the licensees to keep no more than enough to (1) replace one failed element for each different type o' element in the core, and (2) replace the amount of fuel depleted during a 90-day period of normal operations.
The licensee was currently within the requirements of the Order by keeping no more than 12 unirradiated HEU fuel elements onsite.
Each fuel element has a core life during normal operations of between 7 to 8 days maximum.
Therefore, 11 new fuel elements X 8 days of core life = 88 days + 1 new fuel element replacement would be required.
However, the licensee was in the process of responding to the Order in writing, and has requested authority to have unirradiated HEU fuel elements onsite equivalent to 120 days of normal operation in lieu of the required 90 days of normal opera-tion specified in the order. The licensee indicated that this extension to 120 days would allow them te continue to receive 12 fuel elements in one single shipment and represented a good balance between fuel movement and use.
The licensee was presently monitoring their fuel receipts, to assure that no more than 12 fuel elements are received in any one shipment.
The licensee's current unirradiated HEU inventory consisted of 12 fuel elements that were received on October 24, 198,

The inspector verified through a review of licensee records that the licensee maintained written procedures for nuclear material control

and accounting and that written statements of responsibility and authority existed for those positions with responsibility for special nuclear material (SNM).

Measurements and Controls The inspector independently determined that the licensee was utili-l zing an approved method of computing the total element and isotopic

composition of nuclear material in each fuel element. The inspector
also determined that the licensee's computed summary of total uranium and uranium-235 depletion agreed with the totals reported on the DOE /NRC Form-742's submitted between October 1, 1982, and September 30, 1985.

Shipping and Receiving

The inspector determined through a review of licensee records that the licensee maintained procedures to assure that all nuclear material shipped or received was accurately accounted for.
i A review was performed of all DOE /NRC Form - 741's generated during the period October 1, 1982 through September 30, 1985 to assure

i that each was properly signed, dispatched in a timely manner and that the data were accurate. No discrepancies were noted.

Storage and Internal Control i
The inspector determined through observation and review of records j
that the licensee was maintaining a system of storage and internal control which provided knowledge of the quantity, identity, and

current location of all SNM within the facility.
Storage areas were maintained which included the reactor core, fuel
pool, and new fuel storage vault.

Inventory The inspector performed an inventory verification on October 31, 1985

which consisted of a piece count of all the irradiated fuel elements, irradiated sectioned elements and new fuel elements, and a comparison

of the fuel location history card file with the core loading and fuel l
pool map.

The results of the inspector's independent inventory verification are indicated below. These results agreed with the licensee's inventory.

Records and Reports The inspector reviewed the licensee's records, reports and source data. All Material Balance Reports (DOE /NRC Form-742) submitted by the licensee for the period October 1, 1982, to September 30, 1985, were reviewed as were all Nuclear Material Transaction Reports (DOE /NRC Form-741) to verify compliance with 10 CFR 70.53 and 70.54 respectively. No discrepancies were noted.
Attached to this report as Exhibit I is a summary of the licen-see's SNM activity for the period October 1, 1982 through September 30, 1985.
