Effluent and Environmental Monitoring 3.0. Status of Previously Identified Items 3.1. (Closed) 50-184/85-01-01 (Violation). Failure to maintain positive control over entries into high radiation areas. The licensee now locks the entrance to the Process Room on the B-3 level of the reac-tor building at all times to maintain positive control over each entry into that area. This item is considered close .2. (Closed) 78-04-04 (Inspector Follow-up). Review licensee's spiked neutron badge results. The licensee uses a two card (Li-6 and Li-7)

Albedo neutron dosimeter to monitor neutron exposure along with rem-ball measurements of the various areas around the reactor. Correla-tion between the two sets of measurements is made and correction factors are applied for any assigned personnel neutron doses. The licensee had no knowledge of spiked neutron badge results. Within the scope of this review, no violations or deviations were identi-fled. The licensee appeared to be organized in accordance with the license condition .0. Training and Qualification of Personnel The licensee's program for training and qualification of personnel was reviewed against criteria contained in:

The licensee's performance relative to the above criteria was determined by:

6.0. Implementation of the Radiation Protection Program The licensee's program for control of radiation and high radiation areas, contaminated areas, airborne areas and radioactive materials was reviewed with respect to criteria contained in:

The licensee's performance in the implementation of the radiation protec-tion program was determined by:

The inspector noted that experiment - specific surveys were performed by qualified personnel during the assembly and use of experi-mental equipment. Adequate numbers of survey meter were placed in the areas surrounding the NBS reactor. Contamination surveys taken in areas where NBS standard sources were produced were particularly comprehensiv .0.
