Inspection on December 17-19, 1979 (Report Number 50-29/79-16)
Areas Inspected:
Routine unannounced inspection of emergency planning including:
licensee coordin: tion with offsite agencies; emergency facilities, equipment, instrumentation end supplies specified in the Emergency Plan and Implementing Procedures; licensee records relating to emergency drills; licensee's management controls in the area of emergency planning; Emergency Plan Implementing Proce-dures; and observation of a licensee conducted emergency drill. The inspection involved 18 inspector-hours on site by one NRC inspector.
Results: Of the 6 areas inspected, no items of noncompliance were identified by the inspector.

Plant Tour The inspector toured accessible areas of the plant, including the Turbine Building, Control Room, Primary Auxiliary Building, Safety Injection Building, Diesel Generator Rooms, Radwaste Building, Switchgear Room, and HP Control Point.
The inspector reviewed the status of health physics controls, housekeeping and cleanliness, presence of fire and safety hazards, conditions of piping supports, and existence of fluid leaks.
No unacceptable conditions were identified.
3.
Coordination with Offsite Agencies
- The inspector reviewed records, procedures and agreements relating to the licensee's coordination of emergency planning with agencies listed in the Emergency Plan and Implementing Procedures.
The inspector discussed this subject with licensee representatives.
These discussions verified that the existing agreements between the licensee and these agencies remain in effect and that these agencies had been able to maintain an adequate response capability through the licensee's contact and coordination ef forts.

Facilities and Equipment The inspector examined facilities, equipment and instrumentation to verify that the items 'specified in the licensee's Emergency Plan and Implementing Procedures were available for use and maintained in an

operable state. The inspection included examination of:
2 emergency equipment kits; the emergency control center and associated equipment; a selection of 4 items of emergency communications equipment; radioactive release monitoring instruments - process monitors, and meteorological instruments; and medical treatment / decontamination facilities.
No items of noncompliance were identified.
5.
Calibration, Inspection and Maintenance of Emergency Equipment The inspector reviewed and evaluated the adequacy of procedures and schedules established by the licensee for calibrating, maintaining and inspecting the emergency response equipment listed in the Emergency Plan, Implementing Procedures and/or Technical Specifications.
The inspector selected a sample of calibration, inventory and maintenance records
,
covering the period June 1979 through December 1979, which related to the licensee's emergency equipment.
This review indicated that the licensee's emergency equipment / facilities had been maintained as required by existing procedures and schedules. The inspector noted however, that when an instrument was removed from an equipment kit for calibration, the kit was not supplemented with a calibrated spare instrument and was therefore lacking a full complement of instruments during this intermediate period.
It was also noted that the security organization has been using one portable radio from an emergency kit for several months.
The inspector discussed this matter with the licensee's representative and suggested that spare radios and other instruments be provided in the emergency kits. The licensee's representative stated that at least one radio would be furnished with each emergency kit on a full time basis in the future.
The inspector stated that this will be reviewed during a subsequent inspection. (29/79-16-01)

6.
Emergency Drills The inspector reviewed records of the 1979 medical drill.
The inspector determined that the licensee used qualified personnel to evaluate the organization's response; a critique was held, during which discussions highlighted improvement possibilities and actions to be initiated or completed to correct any areas needing improvement.
The inspector also reviewed the licensee's followup'of improvement items identified during an October 3,1978 radiation emergency drill.
The inspector noted that the plant position and corrective actions were not completed and the PORC had not reviewed the actions resulting from the critique of the October 1978 emergency drill until December 1979.
OP-3307, Revision 4, " Emergency Preparedness Exercise / Drills" requires corrective action on all documented-items to be completed within six months of the scheduled exercise.
This discrepancy was identified by the licensee during Quality Assurance Audit 79-14 performed on. November 27-28, 1979.

In addition to the aforementioned drill related aspects, the inspector made detailed observations of the following activities during a licensee conducted radiation emergency drill on December 18, 1979.

in the 1978 emergency drill critique, and significant comments of the 1978 Emergency Drill Critique not incorporated into the Yankee Rowe Emergency Plan.
These two additional. items are collectively unresolved.

7.
Emergency Plan and Implementing Procedures The inspector reviewed the Yankee Nuclear Power Station Emergency Plan,
. issue date October, 1979.
The inspector reviewed and evaluated changes to the Emergency Plan Implementing Procedures and determined that the revised procedures provided the same or higher degree of preparedness as previous ones and that changes had been reviewed and approved as required.

The-inspector examined copies of the implementing procedures located in the Control Room and Emergency Coordination Center and verified that they

were up-to-date.
No items of noncompliance were identified.

Management Control - Emergency Planning

had been established. This program provides for periodic reviews, audits and updates of Emergency Plan implementation and delineates -

The inspector reviewed licensee internal audit report 79-14 for the audit. conducted November 27-28, 1979 covering the Emergency Plan and implementing procedures. This review indicated that the' licensee

had identified 12 items needing corrective action.
Due to the fact that this audit had been completed shortly before the current in-spection, management replies to these items were not yet complete.
TF: inspector stated that subsequent inspections would review licensee management actions regarding the implementation of timely and proper corrective action for all audit items.

9.
Unresolved Items Unresolved items are matters about which more information is required in order to ascertain whether they are acceptable or items of noncompliance.
Unresolved items disclosed during the current inspection are discussed in paragraphs 5, 6 and 8.b of this report.
10.
Exit Interview The inspector met with the licensee representatives (denoted in paragraph 1) at the conclusion of the inspection on December 19, 1979.
The inspector summarized the purpose and scope of the inspection and the findings.
