Scope of the Inspection The inspection consisted of a review of the licensee's radiation protection program, and a review of selected records, procedures and plant facilities.
During the inspection of plant facilities, the inspector was accompanied by the-Plant Health Physicist, Employee Representative, Radiation Protection Shift Supervisor and the Supervisor for Chemistry and Health Physics.

The licensee representative further stated that when weather conditions permit, surveys will be made to further evaluate t'he corrective measures taken inside the restricted area.
It was also stated by the licensee representative that contamination surveys were conducted outside the restricted area and that surve.y results revealed no detectable contamination present.

The inspector stated that in regard to the licensee's evaluation, corrective measures taken and proposed surveillance program, which appears adequate, this item is considered resolved.
b.
Management controls to Correct Items of Noncompliance Through the Licensee's Internal Audit System (Inspection Report 50-29/75-09, Detail's 4)
The inspector reviewed the program established for internal
audits which appeared adequate.
The internal audit is performed
,
by health physics personnel from the Yankee Electric syrtem other than the Yankee Rowe plant staff.
The internal audit consists of aa inspection of plant facilities, review of records, procedures, training and to identify any items of
.
noncompliance. At the conclusion of the audit, the audit group will issue a report indicating the findings.
If non-compliance items exist, corrective action must be taken and a report is sent to the internal audit group describing the corrective measures.

The inspector reviewed results of the internal audit conducted on August 12-14, 1975 noting that noncompliance items identified by the audit group have been corrected and the confirmatory

letter stating that corrective action had been taken sent to the audit group as required.
The inspector further stated that the internal audit system appears adequate and at this time this item is considered resolved.
5.
Breathing Zone Air samplers The inspector reviewed the program developed for use of breathing zone air' samplers. Procedure OP-8105 requires that breathing zone
air samplers be worn whenever there is a possibility that an individual may cause or be exposed to aisborne radioactivity.
The inspector noted that procedures for calibrating breathing. cone air samplers have not been developed and that previous calibrations are not documented. The inspector s.cated ghat calibration checks are

-5-necessary to determine that the air saryler is operating properly and that the initial air flow setting has not changed'significantly.
The licensee representative stated that a calibration procedure would te prepared end-a surveillance program established.
6.
Contamination in the Machine Shop
~
The ins ector stated that during the course of the inspection, survey records of the machine shop revealed that on many occasions cantamination levels on floor surfaces were greater than 1000 dpm/100 cm2 It was noted by the inspector that corrective action was taken by the health physics staff in securing the contaminated areas, which included decontamination of the floor surfaces. The inspector noted that the machine shop was inside the controlled area and that personnel were required to monitor themselves before leaving the area. The licensee representative stated that a memo

would be issued regarding the contamination in the machine shop, which would emphasize the need for follcwing procedures.

Training

Health Physics Staff The inspector reviewed the training program which consisted of
a review of individual training records and exams.
The inspector noted that the initial training program was about 75% complete for all health physics personnel.
The licsnsee representative stated that the initial training would be completed by May 30, 1976 and the annual training would cocmence thereaf ter.
b.
Non-Station Personnel'
The inspector discussed the current training program for non-station personnel.
The inspector noted that the training

program did not prcvide for some way of measuring an individual,s understanding of the course presented, such as, exams.
The inspector questioned the licensee representative in regard to the existing system of qualifying individuals in order to comply with the requirements of 10 CFR 19.12, " Instructions to Workers." The licensee representative stated that the instructor made the determination at the conclusion of the orientation whether an individual was qualified to work in the restricted areas.

Beta Dose Determination During the review of survey records, the licensee representative was questioned in regard to beta radiation measurements.
The licensee rep.esentative stated that be*a surveys are being performed and that personnel exposures to beta radiation are being calculated.
,
It was-further stated to the inspector that due to discrepancies
!
between the instrument measurements and the TLD's, the calculated beta dose was being retained in the individuals exposure file as
~
i the actual beta exposure.
The licensee representative stated that the beta dose evaluation consisted of making beta measurements
inside a check valve and exposing the TLD to.the same area for a specific amount of time.
The licensee *ipresentative stated that due to the beta discrepancy between the TLD and the survey instrument, a re-evaluation of the TLD badge, specifically the beta chip, is being performed.

The inspector stated that to comply with the regulations, surveys must be made as necessary and that an individuals's exposure be documented.
The licensee representative stated that a procedure i
would be established for measuring beta doses, specifically, in
applying beta correction factors for instruments used in surveying

fo" beta. It was further stated by the licensee representative i
enat a procedure would be established for calculating an individuals's
exposure and for proper documentation on the individual's exposure record.

Inspection of Plant Facilities The inspector made an inspection of the plant facilities whi '.
included the radioactive storage areas, waste disposal building, plant radiation areas and high radiation areas.
During the inspection

of the fan room, the inspector observed that the spent fuel pit cooler was posted as a radiation area.
The inspector noted that posting of the area did not prevent individuals from being exposed
,
i to radiation levels greater than 5 mrem /hr. The inspector made independent measurements which revealed rediation levels of 6 mrem /hr at IS".
The licensee representative stated that a rope barrier would be installed defining the radiation area.
The inspector mede_a tour of the fan room prior to the exit interview and observed that the barriers had been installed.
