Emergency Impicmentation Procedures The inspector stated that a review of the licensee's Emergency Plan and associated implementation procedures indicated that minor revisions would be required.
The licensee stated that these revisions would be incorporated as soon as possibic and prior to the issuance of an operating license for IP Unit No. 3.

B.
Decontaimination Facilities The inspector stated that an inspection of the licensee's decon-tamination facilities indicated that materials utilized to effect decontamination had not been replaced after use.
The inspector stated further that the absence of this equipment precluded effective decontamination in all but minor incidents.
The licensee stated that the aforementioned inventories would be replaced as soon as

possible and that these supplies would be incorporated with other emergency equipment inventories in order to ensure routine inspection.

Emergency Evacuation Alarm The inspector stated that the installation of an emergency evacuation alarm would be required prior to the issuance of an operating license for IP Unit No. 3.
The licensee stated that this alarm would be installed and operational by the early spring of 1975.

Unit No. 1 Stack Monitor The licensee stated that the proposed extension of the Unit No. 1 vent monitor range had been postponed indefinitely due to the un-certain operational status of IP Unit No. 1.
The licensee stated that a decision relative to this monitor would be made prior to.the operation of IP Unit No. 1.

General This inspection was a review of the IP Emergency Plan and associated emergency implementation procedures in order to determine the over-all adequacy of emergency planning at the IP site.
This report updates the status of emergency planning as documented in RO:I Inspection Report Nos. 50-03/74-05, 50-247/74-08, and 50-286/74-08.
ihis inspection also updated the status of those items slated for up-grading in the licensce's letter dated May 24, 1974.
The Emergency Plan is set forth in a document prepared by Consolidated Edison Company of New York entitled, " Indian Point Nuclear Generating Facility - Emergency Plan".
The Emergency Plan is also referenced in Section 5.6, Supplement 5 of the FSAR for Unit No. 2 and in Section 12.6 of the FSAR for Unit No. 3.
In addition, the Technical Specifications for Indian Point Unit No. 2, Section 6.11 " Emergency Plan," states in part, that a Site Emergency Plan shall be maintained throughout the life of the facility.
Additional areas examined during this inspection included agreements and coordination with offsite agencies, facilities and equipment, means of monitoring the release of radioactivity, medical arrangements, training, and implementation procedures. An emergency training exercise was observed on December 17, 1974. Within these his areas, the inspection

consisted of a selective examination of procedures, interviews with plant personnel and observations by the inspector.

Emergency Implementation Procedures The inspector reviewed a final draft of the licensee's upgraded Emergency Plan and associated implementation procedures.
The inspector noted that with the exception of some minor remaining corrections, no deficiencies were identified.
The inspector noted that these remaining areas related to the use of non-specific terms such as " abnormal", "significant", and " periodically". The licensee stated these corrections would be made either by climinating the nor. descriptive terms or by defining what would be considered significant, abnormal or periodic. The inspector noted that procedures discussed in earlier inspections had been included either directly as part of the formal implementation procedures or indirectly as part of other administrative, or health and safety procedures not directly related to the Emergency Plan.

Decontamination Facilities The inspector conducted an in-plant inspection of various licensee facilities utilized in conjunction with the IP Emergency Plan.
During the inspection of the licensee's onsite decontamination facilities, the inspector noted that a majority of the supplies required for decontamination were not available at the appropriate facility. The inspector noted that the facility was currently being utilized for the cicaning and preparation of respirators.
The inspector stated that there was no problem with the dual use of this facility for respirator maintenance, but that the primary purpose of this facility was decontamination and appropriate supplies to implement this function would be required.
The licensee stated that the inventory of these supplies was currently not part of the licensco's surveillance and inventory program but that this responsibility would be added to the aforementioned program.
The licensee stated that all required supplies would be replaced as soon as possible.
5.
Emergency Evacuation Alarm The inspector reviewed the status of the roof mounted site evacuation signal to be installed at the IP site.
This item was identified in earlier inspection reports and corrective action was proposed in the licensee's letter of May 24, 1974.
The licensee stated that current plans called for the installation and operation of the aforementioned emergency evacuation alarm by the early spring of 1975. The inspector stated that due to the nature

~7-of this emergency evacuation alarm as an integral part of the licensee's emergency planning, the completion of this installation would be required prior to a Regulatory recommendation that an operating license be issued for IP Unit No. 3.
The licensee stated that this requirement was cicar and that no significant difficulty was foreseen at this time in meeting this requirement by the afore-mentioned date.
6.
Unit No. 1 Vent Monitor Previous inspection reports identified a deficiency in the licensce's emergency planning related to the limited range of the IP Unit No.
1, FRM (stack) monitor. The inspector noted that this problem did not exist with respect to IP Units No. 2 and 3 which had an extended range in their respective vent monitors.
The licensee stated that the initial completion date for the modification of the afore-mentioned Unit No. 2 monitor had been scheduled for January of
,
1975, but that this date could be deferred indefinitely pending a
'
decision related to the operation of IP Unit No. 1.
The licensee acknowledged the importance of thin monitor in conjunction with the operation of IP Unit No. 1 and stated that the modification would be completed prior to the operation of IP Unit No. 1but that this later date was as yet unspecified.

Emergency communications The inspector reviewed the area of emergency communications at the IP site and noted that the system currently in use was essentially the same system initiated on an interim basis subsequent to the I
last inspection in the area of emergency planning. The licensee stated that a new cmergency communications system had been designed and was scheduled to be installed and operational by the early spring of 1975. The licensee stated that this system involved a broader scope then one limited to emergency planning and would entail con-version of the entire system f rom VIIF to UliF for better inter-communication of all Con-Edison functions (cmergency planning, security, and others).
The inspector stated that the completion and implementation of this system would be required prior to a Regulatory recommendation that an operating license be issued for IP Unit No. 3.
The inspector did note, however, that during an emergency training exercise, no significant deficiencies were identified with respect to the interim system currently in use.

The licensee acknowledged the importance of this emergency communications system and stated that no difficultics were foreseen in the completion of this system prior to the operation of IP Unit No. 3.

Emergency Training Exercise Inspectors from the RO:I office observed an emergency training exercise on December 17, 1974.
Representatives of the licensee also participated as observers during the drill.
A critique session was conducted eubsequent to the conclusion of the drill and no significant problem areas were identified during the emergency training exercisc.
Some minor logistical difficulties encountered were identified by the licensec relating to the use of communications equipment, accounting procedures and personnel monitoring and procedural modifications to correct these areas were initiated.
During this drill, the inspector observed that licensee personnel functioned effectively and that with respect to other emergency responsibilities such as accountability, offsite monitoring, communications, scarch and rescue, and the determination of the magnitude of offsite releases, no deficiencies were identified.
9.
General Emergency Planning
.
RO Inspection Reports No. 50-03/74-05, 50-247/74-08 and 50-286/74-08 identified various areas relating to the emergency planning which required upgrading or completion prior to the issuance of an operating license for IP Unit No. 3.
These areas included emer-gency implementation procedurcs, communications, emergency alarms, medical emergency planning, Alternate Emergency Control Center, accounting procedures, emergency offsite monitoring, plant vent monitors, area maps and overlays, cmergency environmental monitoring, scarch and rescue procedures, decisional aids, emergency equipment and checkout, letters of agreement, security procedures, cmergency documentation, onsite release rate procedures, meteorology, toxic releases, personnel call list, and recovery and re-entry procedures.
These areas were reviewed by the inspector during this inspection as well as those areas in which violations were identified during the aforementioned inspection. With the exception of those areas detailed in Paragraphs 4 through 7 above, no' deficiencies were identified in thesc' areas and the upgrading initiated by the licensee was considered to have been completed.
In the areas where violations had been identified in the aforementioned reports, corrective actions proposed by the licensec were verified.
These violations related to emergency communications checks, emergency training and the conduct of emergency training exercises.
Areas still outstanding with respect to the issuance of an operating license for IP Unit No. 3 will be reviewed during subsequent inspec-tions.
