Letter from Cornelius J. Gannon to the U. S. Nuclear Regulatory Commission (Serial: HNP-06-136), "Application for Renewal of Operating License," dated November 14, 2006 Ladies and Gentlemen:

On November 14, 2006, Carolina Power & Light Company (CP&L), doing business as Progress Energy Carolinas, Inc., requested the renewal of the operating license for the Shearon Harris Nuclear Power Plant, Unit No. 1, also known as the Harris Nuclear Plant (HNP), to extend the term of its operating license an additional 20 years beyond the current expiration date.Annually during the NRC staff review of the License Renewal Application (LRA) and at least three months before the completion of the review, CP&L is required by 10 CFR 54.21 (b) to amend the LRA by identifying any change to the HNP Current Licensing Basis (CLB) that materially affects the contents of the LRA.CP&L has completed a review of CLB changes that have occurred since the HNP LRA was submitted and has identified a change that materially affects the information in the LRA.Therefore, an amendment to the LRA has been prepared to document this change; details are provided in the enclosure.

This is Amendment 4 to the LRA, previous amendments having been submitted by letters dated August 20, August 31, and September 24, 2007.This letter does not contain any new or revised regulatory commitments.

In addition, an evaluation determined that the Bay 1 traveling screen and associated components are not required to support operation of the Diesel Driven Fire Pump which is located in Bay 1.
