The purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) of Carolina Power and Light Company's (CP&L), doing business as Progress Energy Carolinas, Inc.,
intent to suspend activities to support conversion of the current Technical Specifications for the Harris Nuclear Plant (HNP) to Improved Standard Technical Specifications (ITS). CP&L notified the NRC of our intent to convert the current HNP Technical Specifications to the ITS by "HNP-95-093, Notifies of Intent to Convert Current TS for Plant to Improved STS Using NUREG-1431,STS [[Manufacturer" contains a listed "[" character as part of the property label and has therefore been classified as invalid. Plants|letter dated December 13, 1995]]. By letter dated December 19, 2002, CP&L communicated changes to our schedule for submitting a license amendment request.
In preparation for the ITS conversion, HNP completed a comprehensive review of the implementation of our Technical Specification surveillance requirements. This review was originally initiated in response to LER 95-007 and incorporated reviews in response to Generic Letter 96-01. As documented in an HNP letter to the NRC dated March 15, 1999, we decided to modify the scope of these reviews to include those surveillance requirements that:

Are similar to those in which previous significant problems had been found, and
- 2.
Address the top systems contributing most to core damage (from the HNP Probabilistic Safety Assessment).
In December 1999, the comprehensive review of the Technical Specification surveillance test procedures was completed, satisfying the commitment of LER 95-007.
Furthermore, in a letter dated February 11, 1997, CP&L committed to submit an application to convert to the ITS in response to the NRC's request for information pursuant to 10 CFR 50.54(f) regarding the adequacy and availability of design basis information. In the letter, CP&L's planned action was to perform a review of surveillance procedures as part of the conversion to ITS. CP&L discussed that the systematic review conducted for GL 96-01 and the Technical Specification surveillance procedure review project was a principal method of confirming that structure, system, and component configuration and performance is consistent with design basis parameters. HNP concludes that the systematic review of surveillance procedures provided the benefit to enhance our confidence that the design bases are properly translated into plant procedures; and therefore, the complete conversion to ITS, 1
as committed in our February 11, 1997 response, is no longer required.
