NPF-63 CONVERSION TO IMPROVED STANDARD TECHNICAL SPECIFICATIONS SCHEDULE CHANGE
Dear Sir or Madam:
The purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) of a schedule change for Carolina Power and Light Company's (CP&L) conversion to Improved Standard Technical Specifications for the Harris Nuclear Plant (HNP). CP&L notified the NRC of our intent to convert the current technical specifications for HNP to the Improved Standard Technical Specifications by "HNP-95-093, Notifies of Intent to Convert Current TS for Plant to Improved STS Using NUREG-1431,STS [[Manufacturer" contains a listed "[" character as part of the property label and has therefore been classified as invalid. Plants|letter dated December 13, 1995]]. By letters dated July 17, 1997, and February 9, 1999, CP&L communicated changes to our schedule for submitting a license amendment request.
HNP is currently following the NRC-industry activity associated with Risk Based Technical Specifications and is hesitant at this time to implement Improved Standard Technical Specifications with its successor in development. Therefore, HNP plans to follow the development of Risk Based Technical Specifications and to inform the NRC of our intention and schedule to implement either Improved Standard Technical Specifications or Risk Based Technical Specifications by December 31, 2004.
