Dear Sir or Madam:

The Nuclear Regulatory Commission (NRC) issued NRC Bulletin 2012-01( Reference 1) and requested licensees to submit information confirming compliance with 10 CFR 50.55a(h)(2), 10 CFR 50.55a(h)(3), and Appendix A to 10 CFR 50, and to address the two issues related to their power systems. By Reference 2, Energy Northwest submitted the response to NRC Bulletin 2012-01.

On December 20, 2013, the NRC requested additional information regarding Bulletin 2012-01 (Reference 3). By Reference 4, Energy Northwest submitted the requested information and committed to an overall completion date of December 31, 2017, which was in alignment with the timeline in the Nuclear Energy Institute (NEI) Open Phase Condition (OPC) Initiative, Revision 0, dated October 9, 2013. Subsequently, in Reference 5 NEI notified the NRC of a revision to the implementation schedule.

Discussion:

Energy Northwest's project plan as described in Attachment 2 of GO2-14-014 was implemented for the final equipment installation during refueling outage 23 in June 2017. The schedule change to the commitment is for the monitoring period. Completion of any design adjustments identified due to monitoring and the enabling all "active" actuation features will be completed no later than the implementation date set forth in NEI "Industry Initiative on Open Phase Condition," Revision 1, dated March 16, 2015 -

or any subsequent revisions issued by NEI. This schedule adjustment is consistent with the current industry timeline and will permit a complete analysis of power system performance throughout the year including identification of any seasonal variations.

Any deviations from the Industry OPC Initiative schedule will be documented through the deviation/exemption process addressed in the NEI OPC Guidance Document.
