Dear Sir or Madam:

In Attachment A to the referenced letter, Energy Northwest submitted revisions to the Physical Security Plan (PSP), Safeguards Contingency Plan (SCP), and the Training and Qualification (T&Q) Plan for Columbia Generating Station (Columbia) as required by NRC Order EA-03-086. Since that time, discussions between NRC and industry representatives have resulted in modifications of the original submittal. Enclosed herein as Attachment 1, are the proposed revisions to Columbia's PSP, SCP, and T&Q Plan as modified by the aforementioned discussions. Attachment 2 contains ancillary information specifically requested by NRC to be submitted on docket 50-397 under oath and affirmation to facilitate review and approval of the license amendment request.

SAFEGUARDS INFORMATION NOTICE:

The information in Attachment 1 contains Safeguards Information. Upon separation from Attachment 1, this transmittal letter and Attachment 2 are de-controlled.

Ancillary Information Page 1 of 1 Picture Badge System The following paragraphs describe the picture badge system that will be implemented by Energy Northwest for the Columbia Generating Station facility on or before June 30, 2005.

When an individual is approved for access to Columbia's protected area, a combination photo-identification/keycard badge is issued as a unique identifier for that individual. A badge identification number, electronically encoded on the badge, is used to link the badge with information about that person in the computer system database. Individuals enter and exit the Protected Area (PA) by presenting their badges to card readers located at the ingress and egress turnstiles. Confirmation of true identity is accomplished when entering the PA using a biometric hand geometry device and access is allowed only when the system matches the individual's unique physical hand characteristics to the badge presented to the card reader.

While inside the PA, individuals use their badges to access various areas (i.e.,

vital areas) of the facility where access is controlled. Individuals are granted access to vital areas based on their access levels. An access level is a number associated with a vital area. Different access levels can be assigned to each individual in the PA providing control of each individual's access to each vital area. Additionally, a badge may have a restricted level assigned to it as another level of control.

Badges are in either an active or inactive state. An active badge state indicates the badge holder is within the PA and does not have any restrictions on the use of their badge. While in the active state, the badge allows the user to gain access to any area for which an access level is assigned. When the badge is used to exit the PA, it becomes inactive and cannot be used to gain access to any vital area within the PA. The badge is reactivated when it is used to re-enter the PA and true identity is confirmed. The badge activation state can be changed at anytime with approval from the alarm station operator.
