In reference 3 Energy Northwest submitted a partial response to references 1 and 2.

The responses not provided pertained to generic changes to the NRC endorsed template for licensee's changes to their Physical Security Plans. After further meetings between nuclear power industry representatives (NEI) and NRC, a number of these generic changes have been reconciled and all but two of Energy Northwest's remaining responses to references 1 and 2 are provided herein. The remaining two responses will be provided when the specific associated language has been resolved.

1. Section 3, Performance Evaluation We consider this RAI a generic change to the NRC endorsed template. We will make the appropriate changes to our physical security plan once a final determination is rendered.
2. Section 8.2, Control and Accountability of Keys, Locks, and Combinations Columbia's Physical Security Plan will be revised consistent with RAI 13 of the "NEI Security Working Group Disposition Of Physical Security Plan Generic RAI's" that was prepared in response to the NRC's letter to NEI dated July 8, 2004.
3. Section 9.4.4, PA Personnel Searches Columbia's Physical Security Plan will be revised to adopt the language specified in RAI 18 of reference 2 with the additional clarification that armed security officers will perform escort, observation, and control duties as the security force manning allows without degrading from the protective strategy commitments.
4. Section 9.6, VA Access Controls Columbia's Physical Security Plan will be revised consistent with RAI 21 contained in Enclosure 2 of the "NEI Security Working Group Disposition Of Physical Security Plan Generic RAI's" that was prepared in response to

5. Section 14.1, Refueling Outages and Major Maintenance Activities We consider this RAI a generic change to the NRC endorsed template. We will make the appropriate changes to our physical security plan once a final determination is rendered.

6. Section 14.2, Construction and Maintenance Columbia's Physical Security Plan will be revised consistent with RAI 28 of the "NEI Security Working Group Disposition Of Physical Security Plan Generic RAI's" that was prepared in response to the NRC's letter to NEI dated July 8, 2004.
7. Glossary of Terms and Acronyms Columbia's Physical Security Plan will be revised consistent with RAI 31 of the "NEI Security Working Group Disposition Of Physical Security Plan Generic RAI's" that was prepared in response to the NRC's letter to NEI dated July 8, 2004.
