Dear Sir or Madam:

In the referenced letter, Columbia Generating Station (Columbia) submitted the second ten-year interval pump and valve Inservice Testing (IST) program plan and identified the end date for the plan as December 12, 2004. This is twenty years after the initial service date of December 13, 1984. The IST program delineates Columbia's plan for testing pumps and valves to assess operational readiness as set forth in editions and addenda of the American Society of Mechanical Engineers (ASME) Operations and Maintenance (OM) Code referenced in 10 CFR § 50.55a(b).

The purpose of this letter is to inform the NRC that Energy Northwest is extending Columbia's current IST program plan until December 12, 2005. This extension is made pursuant to ASME OM Code-1998 subarticle ISTA-3130 'Inservice Test Interval" that is incorporated by reference in paragraph (b) of 10 CFR § 50.55a and provides allowance for inservice test intervals to be extended or decreased by as much as one year. As required by the Code, the extension will not cause successive intervals to be altered by more than one year from the original pattern of intervals.
