Dear Sir or Madam:

Pursuant to 10 CFR § 50.4 and Enclosure 1,Section III.C.2 of the Reference, Energy Northwest is hereby reporting that full compliance with the compensatory measures specified in Section C of Enclosure 3 to the Reference has been achieved at Columbia Generating Station. Energy N6rthwestacknowledges that these measures are necessary to address the substantial increase in work hour demands on security force personnel because the current threat environment that exists following the September 11, 2001 attacks continues to require heightened security measures. Energy Northwest also acknowledges that the requirements contained in the Order will remain in effect until the Commission determines otherwise.
