In accordance with 10 CFR 50.4(b)(5)(iii), 10 CFR 50, Appendix E, Section V, and NRC Regulatory Issue Summary 2004-15, Supplement 1, "Emergency Preparedness Issues: Post-9/11," dated May 25, 2006, Carolina Power & Light Company (CP&L), now doing business as Progress Energy Carolinas, Inc., is submitting Brunswick Steam Electric Plant (BSEP), Unit Nos. 1 and 2, Abnormal Operating Procedure OAOP-40.0, "Security Events," Revision 25. This revision became effective July 6, 2010. A summary of the revision is provided as Enclosure 1. Enclosure 2 contains a copy of the revised procedure.

Enclosures 1 and 2 contain information that has been deemed sensitive to BSEP's physical protection. Therefore, CP&L requests that Enclosures 1 and 2 be withheld from public disclosure in accordance with 10 CFR 2.390(d)(1).
