Proposed Change No. 5 to Technical Specifications -

Inservice Inspection Cooper Nuclear Station NRC Docket No. 50-298, DPR-46 Your letter of May 19, 1983, stated that the Technical Specifications for Cooper Nuclear Station (CNS) do not incorporate provisions for allowing relief granted from inservice inspection pursuant to 10CFR50.55a(g), and requested that an applicable Technical Specification change be submitted.

Accordingly, Nebraska Public Power District requests that the Technical Specification for CNS be revised to incorporate the enclosed six pages. This request supersedes our similar request of July 12, 1983.

Per 10CFR50.91(a) and 10CFR50.92(c), the District has analyzed operation of CNS in accordance with this proposed amendment and considers that this amendment does not:

1. Involve a significant increase in the probability or consequences of an accident previously evaluated; or

2. Create the possibility of a new or different kind of accident from any accident previously evaluated; or

3. Involve a significant reduction in a margin of safety.

The District has made this determination on the basis that inclusion by reference of relief allowances as contained in 10CFR50.55a(g)(6)(1) do not reduce the intent of the inservice inspection program as required by the Technical Specifications.

.Per 10CFR50.91(b) the appropriate State of Nebraska Official is being notified by copy of this letter and enclosures.

No fee is submitted with this request because an essentially identical request was submitted May 16, 1977, and not acted upon. Furthermore , this change is submitted at the written request of the Commission to simplify the Technical Specifications.
