Arkansas Nuclear One - Unit 2 Docket No. 50-368 License No. NPF-6 ANO-2 Technical Specification Revision for Safety-Delated Snubber Surveillance Gentlemen:

The purpose of this letter is to transmit the enclosed Technical Specification Change Request (TSCR) concerning the safety-related snubber surveillance requirements for ANO-2. For reasons stated in OCAN948403, dated April 23, 1984, our snubber TSCR submittal dates were revised to May 19, 1984, for ANO-2 and June 15, 1984, for ANO-1.

In our letter dated June 30, 1983, (BCAN068315), AP&L submitted TSCRs to

, reference ANSI /ASME OM4-1982, " Examination and Performance Testing of Nuclear Power Plant Dynamic Restraints (Snubbers)" as our proposed means to i functionally test the ANO-1 & 2 safety-related mechanical and hydraulic i i snubbers. Subsequently, in a meeting at Bethesda on August 23, 1983, it was 1~ agreed that AP&L would resubmit the ANO-1 & 2 TSCRs in as close a format as practicable to the Standard Technical Specifications (STS), yet retain the essential elements of the OM4 Standard. Because we are proposing to define an increase in the total number of safety-related snubbers and thereby expand the scope of our surveillance requirements, we request that the enclosed TSCR be approved and made effective coincident with the next refueling outage (2R4). Further, we will consider that all snubbers were operable prior to the first inspection governed by this Technical Specification during 2R4 for the purpose of determining the initial sample size. We feel this to be appropriate because (1) no known functional deficiencies exist with any of our safety-related snubbers following inspections performed during the 2R3 outage, and (2) this would allow sufficient time to incorporate representative safety-related mechanical snubbers into our functional test sample according to the criteria of i proposed Specification 4.7.8.d. Mr. James R. Millor May 19, 1984 Also, we have concluded that we will be able to test the greater than 50,000 lb. capacity snubbers for ANO-2 which are safety-related according to the enclosed ANO-2 TSCR. Therefore, by its absence, we have herein proposed the deletion of this exemption.

In accordance with 10CFR50.92(c), we have determined.the attached proposed amendment as having no significant hazards considerations. Consequently, we have attached our Significant Hazards Determination to this letter in consideration of the Sholly amendment provisions. Additionally, a copy of this letter and proposed ANO-2 TSCR has been sent to Mr. E. F ank Wilson, Director, Division of Environmental Health Protection, Arkansas State Health Department.

Finally, since this is an NRC requested revision to a TSCR already under consitteration, no additional fee is enclosed.
