The purpose of this letter is to transnilt the onclosed Technical Specification Chango Request (TSCR) concerning the safety-relateu snubber survoillanco requirements for ANO-1. For reasons stated in OCAN948403 dated Aprl) 23, 1984, the subject TSCR submittal date for ANO-1 was revised to June 15, 1984. Our ANO-2 submittal on this issue was mado on May 19, 1984 (2CAN058401).

In our lotter dated Juno 30, 1983, (OCAN060315), AP&L submitted an ANO-1 TSCR to reference ANSI /ASME OM4-1982, " Examination and Performance Testing of Nuclear Power Plant Dynamic Rostraints (Snubbors)" as our proposed means to functionally test the ANO-1 & 2 nuclear safety-related mechanical and hydraulic snubbers. Subsequently, in a rnenting at Dothesda on August 23, 1903, it was agrood that AP&L would resubmit the ANO 1 & 2 TSCRs in as close a format as practicable to the Standard Technical Specifications (STS), yet retain the essential elements of tho OM4 Standard. Occauso wo are proposing to defino an increase in the total number of safety-related snubbers and thorchy expand the scopo of our survol11anco requirements, wo request that Lhe onclosed TSCR be approved and mado offcctivo coincident with the next ANO 1 refueling outago (1R6). Further, wo will consider that all snubbers worn operablo prior to the first inspection governed by this Technical Specification during 1R6 for the purpose of dotermining the initial samplo sito. Wo fool this to be appropriato becauto (1) no known functional doficiencies exist with any of our safety-related snubborn following inspections performod during the 1Rb outago, and (2) this would allow sufficient timo to incorporato reprosontativo 51foty related b f 4

1 Also, we have concluded that we will be able to test the greater than 50,000 lb. capacity snuboers for ANO-1 which are safety-related according to the enclosed ANO-1 TSCR. Therefore, by its absence, we have herein proposed '

the deletion of this exemption.

In accordance with 10CFR50.92(c), we have determined the attached proposed amendment as having no significant hazards considerations. Consequently, we have attached our Significant Hazards Determination to this letter in consideration of the Sholly amendment provisions. Additionally, a copy of this letter and proposed ANO-1 TSCR has been sent to Mr. E. Frank Wilson, Director, Division of Environmental Health Protection, Arkansas State Health Department.

Finally, since this is an NRC requested revision to a TSCR presently undergoing regulatory review, no additional fee is enclosed.
