'January - June 2004 PROGRAM

SUMMARY

The Arkansas Nuclear One annual random testing rate is 50 percent. During this reporting period, approximately 24.3 percent of the population was randomly tested. The rate of positive tests from random testing was 0.0 percent.

POSITIVE RESULTS:

During this six month reporting period, 1166 samples were collected and tested. Ten of these samples were confirmed positive for illegal drugs or alcohol. One contractor refused to test and an additional contractor submitted an adulterated sample that could not be tested for drugs.

MANAGEMENT ACTIONS:

Eight contractors submitted pre-access samples that were positive for THC (four at the Entergy cutoff level and four at the NRC cutoff level). All eight contractors were denied access.

One pre-access contractor tested positive for alcohol and another tested positive for amphetamines. Both were denied access.

One pre-access contractor refused to test and was denied access. Another pre-access contractor submitted a sample that confirmed the presence of an adulterant and was denied access.

An Entergy employee and a contractor each submitted a follow-up sample that tested negative.

One for-cause test was administered to an Entergy employee due to behavioral observations. This test returned negative results.

Two fitness-for-duty appeals were submitted. One denial was upheld and the other was overturned.

EVENTS REPORTED TO THE NRC:

During this reporting period, there were no reportable violations of the fitness-for-duty program.

PROGRAM EVALUATION:

No programmatic problems were identified during this reporting period.
