Attached for your review and approval are operating license and technical specification changes reflecting the name of Arkansas Power and Light (AP&L) Company, which is l licensed to own and possess Arkansas Nuclear One (ANO), has been changed to Entergy Arkansas, Inc. This name change is being made in order to improve customer identification by establishing a consistent, well-recognized name, "Entergy", for the business in the region that is served. The company name change became effective April 22,1996. The operating company, Entergy Operations, Inc., is unaffected by this change.

The proposed change has been evaluated in accordance with 10CFR50.91(a)(1) using criteria in 10CFR50.92(c) and it has been determined that this change involves no significant hazards l

considerations. The bases for these determinations are included in the attached submittal.

Entergy Operations requests that the effective date for this change be upon issuance.

Although this request is neither exigent nor emergency, your prompt review is requested. I i

DESCRIPTION OF PROPOSED CIIANGES The ANO-1 and ANO-2 Operating Licenses and ANO-1 Technical Specifications are being revised to reflect Arkansas Power and Light Company becoming Energy Arkansas, Inc.

BACKGROUND l

The company name changed effective April 22,1996. The change is that Arkansas Power & l Light Company becomes Entergy Arkansas, Inc.

DISCUSSION OF CHANGE I

This is only a name change. The corporate existence continues uninterrupted, and all legal I characteristics remain the same. Thus, there is no change in the state of incorporation, I registered agent, registered oflice, directors, officers, rights, or liabilities of the company, nor is there a change in the function of the company or the way in which it does business.

AP&L's financial responsibility for ANO and its sources of funds to support the facility will remain the same. Further, this name change does not impact the existing ownership of ANO or the existing entitlement to power and will not alter the existing antitmst license conditions applicable to AP&L or AP&L's ability to comply with these conditions or with any ofits other obligations or responsibilities under the license. To reflect the name change of Arkansas Power and Light Company to Entergy Arkansas, Inc. is an administrative change to the operating licenses. It does not require a technical, financial qualification, or an antitmst review. Therefore, this change does not reduce the level of safety imposed by the current technical specification requirements.

DETERMINATION OF NO SIGNIFICANT HAZARDS CONSIDERATION An evaluation of the proposed change has been performed in accordance with 10CFR50.91(a)(1) regarding no significant hazards considerations using the standards in 10CFR50.92(c). A discussion of these standards as they relate to % amendment request follows:

Criterion 1 - Does Not Involve a Significant Increase in the Probability or Consequences of an Accident Previously Evaluated.

The proposed change documents changing the legal name of the company. The proposed change will not affect any other obligations. The company will continue to own all of the same assets, will continue to serve the same customers, and will continue to honor all existing I obligations and commitments. Therefore, this change does nM involve a significant increase in the probability or consequences of any accident previously evaluated.

Therefore, based upon the reasoning presented above and the previous discussion of the amendment request, Entergy Operations has determined that the requested change does aqi involve a significant hazards consideration.
