Attached for your review and approval are the proposed changes to Arkansas Nuclear One

(ANO) Unit 1 and Unit 2 Technical Specifications to allow the implementation of the recently approved Option B to 10 CFR 50, Appendix J. This new rule allows for a performance based option for determining the frequency for containment leakage rate testing. The proposed amendment modifies ANO-1 Technical Specification 4.4.1 with its bases, and inserts section 6.8.4 establishing the Reactor Building Leakage Rate Testing Program. ANO-2 Technical Specifications 3/4.6.1.1, 3/4.6.1.2, 3/4.6.1.3, and 3/4.6.1.5 are revised and section 6.15 is

, inserted establishing the Containment Leakage Rate Testing Program. Be advised that an amendment to 3/4.6.1.3 is already under your review as described in letter 2CAN049511 dated April 4,1995.

The proposed change has been evaluated in accordance with 10CFR50.91(a)(1) using criteria

] in 10CFR50.92(c) and it has been determined that this change involves no significant hazards considerations. The basis for this determination is included in the attached submittal.

, next refueling outage for the respective unit. Although this request is neither exigent nor emergency, your prompt review is requested prior to the next ANO-1 refueling outage (IR13)
