Title | Licensee-Identified Violation |
Description | 10 CFR Part 50, Appendix B, Criterion III, Design Control, requires, in part, that applicable regulatory requirements and the design basis are correctly translated into specifications, drawings, procedures, and instructions. Contrary to the above, on March 5, 2008, the licensee identified that a 4-foot section of suction piping within containment spray system, Train A was approximately 50 percent voided. Voiding within the containment spray system was due to a design deficiency that did not allow for a proper fill and vent of the system. This was entered in the licensees corrective action program as CAR 200803462. This finding is greater than minor because it is similar to the Example 3j in Manual Chapter 0612, Appendix E, Examples of Minor Issues, in that the presence of air within the containment spray system suction header resulted in a condition where there was reasonable doubt on the operability of the system. This finding is of very low safety significance because it was a design or qualification deficiency confirmed not to result in loss of operability |
