| Description | The inspectors identified a Severity Level IV NCV of 10 CFR 72.150, Instructions, Procedures, and Drawings. Specifically, the licensee failed to have procedures in place to ensure that the design basis peak fuel cladding temperature limit would not be exceeded during vacuum drying operations. The licensee entered this issue into its corrective action program and revised the procedure to provide monitoring criteria. The violation was determined to be of more than minor significance because, if left uncorrected, it could lead to a more safety significant event. Although the violation contributed to the likelihood of peak fuel cladding temperatures exceeding the safety limit, subsequent analysis by the licensee and the NRC determined that fuel cladding temperature limits were not exceeded during this event; therefore, the violation screened as having very low safety significance. |
