Condition report 07-30660 was written to document the
RCIC systems failure to perform its intended function when called upon during the November 28, 2007. The CR was initially classified as a
condition adverse to quality with an apparent cause as the evaluation level. The Team questioned the licensee regarding the safety significance of a safety system failure (
RCIC). Following the Teams final briefing on December 4, 2007, the licensee changed the CR classification to a significant
condition adverse to quality with a root cause evaluation. The appropriateness of the initial classification of the condition report documenting operation of the
RCIC system is considered an Unresolved Item (
05000440/2007010-01) pending review of the licensees guidance regarding classification of deficient conditions. This item will be followed up during a subsequent inspection.
