| Description | 10 CFR 55.3 stated, in part, that a person must be authorized by a license issued by the Commission to perform the function of an operator or a senior operator. 10 CFR 50.54(l) stated, in part, that the [facility] licensee shall designate individuals to be responsible for directing the licensed activities of licensed operators, and that these individuals shall be licensed as senior operators pursuant to part 55 of this chapter. Contrary to the above, on June 15, 2012, and June 18, 2012, the facility licensee allowed a person to perform the function of a senior operator who was not licensed by the Commission to perform those functions. The individuals senior operator license had been terminated by the Commissions regional office on June 12, 2012, at the licensees request. The inspectors determined that the violation was not greater than very low safety significance (Green) due to the short time the individual performed the senior licensed operator function, and because the individual was in all other aspects fully qualified and proficient as a senior licensed operator. This issue was entered in the licensees corrective action program as PIP-C-12-5489. |
