Dear Mr. Keppler:

In accordance with Reference 1, this report is notification of operation in a degraded mode permitted by a limiting condition for operation.

Reference 2 requires that specified AC electrical buses be operable and energized from sources of power other than the diesel generators during Operating Conditions I and 2 and when the control power key switch is not off or shen all control rods are not fully inserted.

At 0831 on November 12, 1981, following a reactor scram, the 1A 2400 V Bus transferred automatically to the reserve transfonner properly, but the 2400 V Bus IB Reserve Feed Breaker 252 R1B did not automatically closu and connect the IB 2400 V Bus to the reserve transformer (see attached drawing). The IB Emergency Diesel Generator (EDG) started and suppliea power to the 18 480 V Essential Bus. The turbine operator flagged the control switch for Breaker 252 R1B to " trip" position and released it which resulted in the control switch contacts aligning in the "after trip" position. This latter position is necessary for automatic breaker closure. Breasc: 252 R1B then closed automatical ly.

The IB 480 V Bus Main Feed Breaker was closed at 0833, re-energizing the non-essential loads on the IB 480 V Bus. At 0855 the IB Essential Bus was returned to its normal feed The IB EDG was then secured.

Breaker 252 R1B was tested both locally and tron the Control Roon approximately ten times. The breaker operated properly every time. The control switch in the Control Room was inspected and no physical problems were observed.

The operators are being reminded to operate all switches in a firm manner aN to maintain the switch in the tripped or closed position for 1 to 2 seconds before regasing it to the neutral position.
