Description

An NRC-identified Green NCV of 10 CFR 50.54(q)(2) was identified for the licensees failure to follow and maintain the effectiveness of its emergency plan that meets the requirements of the risk-significant emergency planning standard 10 CFR 50.47(b)(4). Specifically, the licensee failed to implement viable compensatory actions while conducting planned preventive maintenance that rendered both seismic monitoring systems unavailable for 53.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br /> resulting in a loss of emergency assessment capability for declaring a Notification of Unusual Event under Emergency Action Level (EAL) HU2.1 for a seismic event.
