On 7-13-87, FNP sul;nitted a special Report (LER 87-011-00) concerning inoperable control roon fire darpers.

As a result, a fire damper naintenance and testing program is in progress. As a part of this program, on 1-11-88, fire damper 121-116-05 was tested and would not close with air flow in the system.

This event was caused by design deficiency ir that the fire damper will not close fully with air flow.

Design changes have been initiated to evaluate the options available and provide the appropriate design to ensure the proper operation of the fire dampers.

These design changes are expected to be implenented within the next six months.

Technical Specification 3.7.12 requires these fire dampers to be returned to operable status within seven days or a Special Report must be submitted within the following 30 days.

Therefore this Special Report is being submitted.

All Technical Specification action statement requirements for the fire damper are being ne t.
