Dear Mr. Keppler:

This is to confirm the verbal report given at 1335 hours0.0155 days <br />0.371 hours <br />0.00221 weeks <br />5.079675e-4 months <br /> on January 19, 1983, to Mr. Eric Swanson of your staff, at which time he was informed that the reactor had been changed from Operational Mode 5 to Mode 3, with data available indicating that several (5) Train "A" diesel generator load shedding relay timers were not within the required tolerances. This is contrary to the requirements of Technical Speciff-cation 3.0.4.

The diesel generator load shedding test had been performed on December 22, 1983. The existence of the condition was brought to management's attention on January 18, 1983, at which time immediate cor-rective actions were taken. A conscious decision had been made by the supervisor in charge not to adjust the timers, due to their past history of setpoint drift. The timers had been calibrated and left within specification prior to the load shed surveillance test and a recalibra-tion would not have assured continued performance within specification.

Attached to this letter also please find the completed Licensee Event Report form and supplement, giving details of this eveni, and corrective action taken. This report is submitted to meet the 14-day report requirement of Technical Specification 6.9.1.8.
