NRC-83-74 WISCONSIN P U B LIC S ERVICE CORPORATIO N P.O. Box 1200, Green Bay, Wisconsin 54305 Apri1 7, 1983 Mr. J. G. Keppler, Regional Administrator Region Ill U.S. Nuclear Regulatory Commission 799 Roosevelt Road Glen Ellyn, IL 60137

Dear Mr. Keppler:

Docket 50-305 Operating License DPR-43 Reportable Occurrence 83-007/01 T-0 In accordance with the requirements of the Technical Specifications, Section 6.9, the attached Licensee Event Report (LER) for reportable occurrence 83-007/01T-0 is being submitted.

This event was originally determined to be a thirty-day written reportable occurrence by the plant operations review com-mittee (PORC). However, during the corporate review process it was discovered that our Technical Specifications required a prompt notification with a two-week written followup report.

Since this event was reported via the Emergency Notification System (ENS) we are submitting this LER as our two-week written followup report. We have contacted our Resident inspector and have advised him of the situation.

Although our Technical Specifications require prompt notification this event lacks sufficient safety significance to warrant it.

As discussed in the attachment to the LER several other reactor coolant leak detection systems were available, thus minimizing the significance of the loss of R-11 and R-12.

Therefore, we feel that this event should have been a thirty-day reportable occurrence. As such we will be reviewing the reporting requirements of Section 6.9 and will propose an amendment to the Technical Specifications if appropriate.

l.
