The inspectors identified a noncited violation of
Technical Specification 5.8.1.a (Procedures) for an inadequate
internal flooding procedure. Specifically, the licensees abnormal operating procedures did not provide adequate instructions for operators to diagnose and mitigate the effects of an internal flood from a pipe break (e.g., fire main) on plant equipment. This violation was entered into the licensees corrective action program as Condition Report 2007-0336. This finding was greater than minor because it was associated with the procedure quality attribute of the
initiating events cornerstone and affected the cornerstone objective to limit events that upset plant stability and challenge critical safety functions. The inspectors evaluated this finding using Manual Chapter 0609, Attachment 4, and determined that it was of very low safety significance because it did not increase the likelihood of a fire or internal/external flood.
