This letter constitutes notification to the NRC of the cancellation of Prairie Island Nuclear Generating Plant (PINGP) LER 50-282/2014-001-00 (Reference 1). The cancellation is consistent with the guidance in NUREG-1022, Rev 3, "Event Reporting Guidelines 10 CFR 50.72 and 50.73."
Based on further analysis of the D1/D2 EDG's inoperability due to the outside air temperature greater than 97 degrees Fahrenheit, thorough engineering evaluation of the test report and the test results of the affected components, it was concluded that the test report is acceptable for NSPM use which ensures that the installed Foxboro Electronic Control Temperature Indicating Transmitter, Model 632-2AS and Foxboro Temperature Controller, Model 62HB-4E-OH, would perform their intended safety functions as expected if exposed to an abnormal temperature environment of 130 degrees Fahrenheit in the diesel generator rooms.
Components required for D1 and D2 to be operable will function as expected at an increased room temperature of 125 degrees Fahrenheit or an outside air temperature of 103 degrees Fahrenheit. In the past three (3) years, the outside air temperature did not exceed 103 degrees Fahrenheit. Therefore, there was no reportable condition.
Based on this determination, no safety system functional failure or common cause inoperability of independent trains or channels existed and NSPM is cancelling LER 50-282/2014-001-00.
