Dear Mr. Haynes:

This LER deals with local leak rate testing during the refueling outage on Peach Bottom Unit 2. Combined leakage for the Appendix J Type B&C testing exceeded 0.6 La. Table I shows a summary of failed valves. Technical Specification 6.9.a.3 requires reporting of " Abnormal degradation discovered in fuel cladding, reactor coolant pressure boundary, or primary containment" promptly. However, it has been agreed to in the past with various NRC inspectors that the resulta of failed LLRT's conducted during outages would be reported within thirty days with multiple failures reported on one report, when possible.

Due to some degree of confusion and misunderstanding concerning the reporting requirements for Local Leak Rate Testing conducted during outages when primary containment integrity is not required, we are late with this report. We apologize for any inconvenience this may hava caused you.
