Subject:

ACTION: Public Consultation Required for pending OMB Clearance Attachments:

2018-26746.pdf Desiree, The Nuclear Regulatory Commission recently published a Federal Register Notice, see attached, announcing our intent to submit information collection reques ts to the Office of Management and Budget (OMB) for "Request for Information Pursuant to 10 CFR 50.54(f) Regarding Recommendations 2.1, 2.3, and 9.3 of the Near-Term Task Force Review of Insights from the Fukushima Dai-ichi Event." A supporting statement describing the requested information and burden estimates are available at http://regulations.gov by searching docket NRC-2018-0138.

As a potential respondent to this information collection, we are interested in your feedback. Specifically, we are seeking input on the following questions by February 11, 2019:

1. Is the proposed collection of information necessary for the NRC to properly perform its functions? Does the information have practical utility?
2. Is the burden estimate accurate?
3. Is there a way to enhance the quality, utility, and clarity of the information to be collected?
4. How can the burden of the information collection be minimized, including the use of automated collection techniques or other forms of information technology?

Comments can be submitted by going to http://www.regulations.gov , and searching for Docket No. NRC-2018-0138. Desiree, do not respond to me directly.

Please note that comments will be made available for public inspection. Because your comments will not be edited to remove any identifying or contact information, the NRC cautions you against including any information in your submission that you do not want to be publicly disclosed.

Thank you, JohnKlosDORLCallaway,ColumbiaProjectManagerU.S.NRC,OfficeofNuclearReactorRegulation,DivisionofOperatingReactorLicensing,O9D22NRC/NRR/DORL/LPL4,MSO9E3Washington,DC20555 0001301.415.5136,John.Klos@NRC.gov 63687 Federal Register/Vol. 83, No. 237/Tuesday, December 11, 2018/Notices II. Background Under the provisions of the Paperwork Reduction Act of 1995 (44

U.S.C. Chapter 35), the NRC recently

submitted a request for renewal of an

existing collection of information to

OMB for review entitled, NRC Form

748, National Source Tracking

Transaction Report. The NRC hereby

informs potential respondents that an

agency may not conduct or sponsor, and

that a person is not required to respond

to, a collection of information unless it

displays a currently valid OMB control

number. The NRC published a Federal Register notice with a 60-day comment period on this information collection on

August 1, 2018, 83 FR 37535.

1. The title of the information collection:

NRC Form 748, National Source Tracking Transaction Report.

2. OMB approval number:

3150-0202.

3. Type of submission:

Extension.

4. The form number if applicable:

NRC Form 748.

5. How often the collection is required or requested:

On occasion (at completion of a transaction, and at

inventory reconciliation).

6. Who will be required or asked to respond: Licensees that manufacture, receive, transfer, disassemble, or

dispose of nationally tracked sources.

7. The estimated number of annual responses:

18,927 (13,200 online + 480 batch upload + 5,247 NRC Form 748).

8. The estimated number of annual respondents:

1,400 (260 NRC Licensees

+ 1,140 Agreement State Licensees).

9. An estimate of the total number of hours needed annually to comply with

the information collection requirement

or request:

1,963.1 hours1.157407e-5 days
2.777778e-4 hours
1.653439e-6 weeks
3.805e-7 months
.

10. Abstract:

In 2006, the NRC amended its regulations to implement a

National Source Tracking System (NSTS) for certain sealed sources. The

amendments require licensees to report

certain transactions involving nationally

tracked sources to the NSTS. These

transactions include manufacture, transfer, receipt, disassembly, or

disposal of the nationally tracked

source. This information collection is

mandatory and is used to populate the

NSTS. National source tracking is part

of a comprehensive radioactive source

control program for radioactive

materials of greatest concern. The NRC

and Agreement States use the

information provided by licensees in the

NSTS to track the life cycle of the

nationally tracked source from

manufacture until disposal. NSTS

enhances the ability of NRC and

Agreement States to conduct

inspections and investigations, communicate information to other government agencies, and verify

legitimate ownership and use of

nationally tracked sources.

Dated at Rockville, Maryland, this 6th day of December 2018.

For the Nuclear Regulatory Commission.
