BIENNIAL REVIEW 0F FEES As you requested, further to Carlton Stoiber's memorandum to Ronald Scroggins on the same subject, I discussed the points contained in the memorandum with Charles Emeigh, the NHSS Section Leader whose staff provides safeguards and physical security analysis and other support to the NRC import / export licensing function.
