RE: Comment on Seabrook TIA Consolidated for Region I RE: TIA Status Report Thanks, Rich. I spoke with George about the timing of the TIA issuance last week. As we're still expecting to receive comments/input from other divisions and. offices later this week (requested due date, 1/20), and factoring in time for the concurrence process in NRR, it will be difficult to meet the 1/31 date. However, we'll work to issue ASAP. Once I receive the final version of the technical write-up, I can let you know. Thanks again for your help, and please let me know if you have any questions in the meantime.Holly From: Conte, Richard\ (' \Sent: Friday, January 13, 2012 7:46 PM To: Cruz, Holly; Thomas, George; Murphy, Martin Cc: Thomas, George; Auluck, Rajender; Sheikh, Abdul; Hiland, Patrick; Khanna, Meena; Cheok, Michael; Hiland, Patrick;Wilson, Peter; Miller, Chris; Burritt, Arthur; Raymond, William; Clifford, James; McGinty, Tim; Nelson, Robert; Jolicoeur, John; Modes, Michael; Chaudhary, Suresh

RE: TIA Status Report I will be sending in comments on the draft TIA if not today, Tuesday for sure. They are due 1/20.We in Region believe it important to time the issuance of a related inspection report to the issuance of this TIA in the public domain. The TIA is already in the public by FOIA. C-10 keeps asking for more information.

Ttie end date for the report is 1/20 and we need to get the report out within 45 days. However, the report period started 9/28/11 and we believe it is urgent to get our position and questions on how the licensee is addressing the ASR issue out on the docket ASAP. Our goal is Jan. 31 negotiable.

I hope you guys can make it happen if we send in the comments no later than Tuesday.George did a nice job on it. We are only seeking clarifications on regulatory bases in some subtle areas; and, if we don't have a regulatory basis, should we be seeking regulatory commitment.

He has clearly connected the CLB to the ACI 318-1971 standard and the need to demonstrate by test the concrete material properties that right now have empirically derived relationships that might not be valid with ASR.From: Cruz, Holly Sent: Thursday, Janury 12, 2012 6:12 PM To: Nelson, Robert; McGinty, Tim; Jolicoeur, John Cc: RidsNrrTIADistribution

TIA Status Report Nelson/Tim/John, Attached is the biweekly TIA status report to support your Directors call with the Regions on Friday. Note that I used blue font in areas on the report to better illustrate updates/changes from the previous report. Listed below are items that may be of most interest from the last two weeks: 1. Comments were received on the draft revision to COM-106 (NRR's office instruction on the TIA process).

We appreciate the timely feedback from the regions and divisions.

2. NRR has received draft TIAs from RIII for Monticello (Diesel Fuel Oil) and Quad Cities (Tornado Missile Protection).

A call is scheduled to discuss Quad Cities on 1/17/12, and the initial call to discuss Monticello will be scheduled within the next 2 weeks.3. A call is scheduled for 1/17/12 to discuss a potential TIA on Seismic Assumptions at Point Beach.4. A call was held between RII and NRR on 1/12/12 to discuss the Watts Bar TIA on Heinemann Circuit Breakers.

Agreement was reached on information to be included in the TIA, and the Draft TIA submitted to RII NLT 1/31/12.5. A call was held between RIV and NRR on 1/11/12 to discuss the Waterford TIA on Licensee Reportability.

The Final TIA will be revised to note the current guidance is under revision.

As such, the TIA will be closed. Thanks, Holly Holly Cruz, Project Manager Licensing Processes Branch (PLPB)Division of Policy and Rulemaking Office of Nuclear Reactor Regulation Phone: (301) 415-1053 Location:
