TURKEY POINT NUCLEAR GENERATING UNIT NO. 3-REVIEW OF STEAM GENERATOR TUBE INSPECTION REPORT FOR CYCLE 29 REFUELING OUTAGE (EPID L-2017-LR0-0063)
Dear Mr. Nazar:
By letter dated October 12, 2017 (Agencywide Documents Access and Management System Accession No. ML 17325A998), Florida Power & Light Company (the licensee) submitted its steam generator (SG) tube inspection report for Turkey Point Nuclear Generating Unit No. 3 (Turkey Point 3) in accordance with Turkey Point Technical Specification (TS) 6.9.1.8. The report summarizes the SG tube inspections that the licensee performed in spring 2017, during the Turkey Point 3 Cycle 29 Refueling Outage. The U.S. Nuclear Regulatory Commission (NRC) staff completed its review of the submittal and concluded that the licensee provided the information required by Turkey Point TS 6.9.1.8. No additional followup is required at this time. This completes the NRC staff efforts for EPID L-2017-LR0-0063.
The enclosure documents the NRC staff's review of the submittal.

W n el, Project Manager Plant Licensing Branch 11-2 Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation REVIEW OF THE SPRING 2017 REFUELING OUTAGE 29 STEAM GENERA TOR TUBE INSPECTION REPORT FLORIDA POWER & LIGHT COMPANY TURKEY POINT NUCLEAR GENERATING STATION UNIT NO. 3 DOCKET NO. 50-250 By letter dated October 12, 2017 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML 17325A998), Florida Power & Light Company (the licensee) submitted information summarizing the results of the spring 2017 steam generator (SG) tube inspections performed at Turkey Point Nuclear Generating Station Unit No. 3 (Turkey Point 3) during Refueling Outage 29. Turkey Point 3 has three replacement Westinghouse Model 44F SGs, which were installed in 1982. Each SG contains 3,214 thermally treated Alloy 600 tubes with a nominal outside diameter of 0.875 inches and a nominal wall thickness of 0.050 inches. The tubes are hydraulically expanded for the full depth of the tubesheet at each end. The tubes are supported by Type 405 stainless steel support plates with quatrefoil-shaped holes and V-shaped anti-vibration bars. The licensee provided the scope, extent, methods, and results of its SG tube inspections in its letter dated October 12, 2017. In addition, the licensee described corrective actions (i.e., tube plugging) taken in response to the inspection findings.
After reviewing the information provided by the licensee, the Nuclear Regulatory Commission (NRC) staff has the following comment and observation:
- The licensee noted slight erosion around the J-Nozzle bore holes on the inside surface of the feedring.
This condition was originally reported to the NRC in 2008 (ADAMS Accession No. ML080220439).
The erosion around the J-Nozzle bore holes does not appear to have changed over time. Based on a review of the information provided, the NRC staff concludes that the licensee provided the information required by the technical specifications.
In addition, the NRC staff concludes that there are no technical issues that warrant followup action at this time, since the inspections appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry operating experience at similarly
