Re: St.Lucie Unit Nos.1 and 2 Docket Nos.50-335 and 50-389 Proposed License Amendments Administrative Controls Re uirements By letter L-89-128 dated April 4, 1989, Florida Power 6 Light Company (FPL)submitted proposed license amendments for St.Lucie Units 1 and 2 intended to make corrections to typographical errors in the Administrative Controls section of the Technical Specifications, delete the specific composition list of the Company Nuclear Review Board (CNRB)and,replace it with a general statement defining the requisite level of expertise for membership, and revise the reporting and administrative requirements for the St.Lucie Unit 2 Independent Safety Engineering Group (ISEG.)I l<Subsequent to this submittal, FPL and the NRC Staff discussed the general statement FPL had proposed for defining the requisite level of expertise for CNRB membership.

Based upon these discussions, FPL proposes to revise the proposed general statement as indicated in Attachment l.Attachment 2 is FPL's Safety Analysis supporting this revision.The No Significant Hazards Consideration determination (Attachment 3 of L-89-128)remains valid for these changes.With respect to the ISEG reporting and administrative requirements, FPL withdraws this aspect of FPL's April 4, 1989 St.Lucie Unit 2 proposed license amendment.

FPL is reviewing its organizational structure within its Nuclear Energy Department.

The culmination of this review may result in organizational and rePorting requirements which differ from FPL's proposal.FPL may elect to resubmit the ISEG change (and possibly other Technical Specification Administrative Controls changes)in the future.('002090283 900201 PDR ADOCK 05000335 PDC an FPL Group company ggC\
