Re:St.LucieUnit1DocketNo.50-335ProposedLicenseAmendment ChlorineDetection SystemInaccordance with10CFR50.30,FloridaPower5LightCompanysubmitsherewiththreesignedoriginals andfortycopiesofarequesttoamendAppendixAofFacilityOperating LicenseDPR-67.Thisamendment issubmitted tomodifythesurveillance requirements andbasesassociated withtheChlorineDetection System.Sincetheremovalofthe1-tonchlorinecylinders fromtheSt.Luciesite,whichwereusedinthetreatment ofplantcirculating water,themainsourceofchlorine, forwhichtheoriginalanalysiswasperformed, nolongerexists.However,asmallerquantityofchlorineisstoredoffsitenearthesewagetreatment andcitywaterstoragefacilities.

Theattachedevaluation providestheconsequences ofanaccidental failureofa150-lb.chlorinecylinderonthehabitability of'heSt.IucieUnit1controlroan.TheSt.LucieUnit2controlrocmisfurtherfromthestoragechlorinecylinderlocationandis,therefore, notmorelimiting.

Theresultsoftheevaluation aredetailedinAttachment 1andspecifically documentthatthe150-lb.chlorinecylinderdoesnotconstitute asourcewhichwouldrequirehavingqualified detectors atthecontrolroomairintakes.(BasedonRegulatory Guide1.78toxicitylimitof15ppm).Calibration andPeriodictestinghasalsobeenaprobleminthatchlorinemustbeintroduced intothedetectors toverifytheiroperability requiring anunnecessary possibleexposureforplantpersonnel.
