Monitors, willalarmandautomatically isolatetheFHB,shutofftheFHBVS,andstarttheSBVS.Thecontaminated airwillthenbeprocessed throughtheSBVSpriortobeingdischarged totheenvironment.

TheFHBVSProcessMonitorsarenotrelatedtothisseriesofautomatic functions.

Justification:

Thesubjectreference toTS3.6.6.1isanerrorthathasnopertinent designorsafetyrelatedbasis,andprovidesthepotential forinappropriate operatoractionsinresponsetoaninoperable processmonitor.TheFHBVSProcessMonitorsdonotsampletheSBVSairstream,arenotpartoftheSBVSactuation logicthatisdesignedtomitigateafuelhandlingaccident, andtheoperating statusofthesemonitorsisnototherwise relatedtoSBVSoperability.

Moreover, theactionstatements ofTS3.6.6.1aremodedependent, andtheactionspecified forModes1-4considers SBVSequipment availability forLOCAmitigation.

Accidentmitigation isnotafunctionofthesubjectprocessmonitors.

Theoperability requirements fortheFHBVSProcessMonitorsaremodeindependent andrelatedonlytonormalstoragepoolactivities withirradiated fuelinthepool.Therevisedactionstatement willproperlyrequiresuchfuelpoolactivities tobesuspended intheeventthatevenoneofthemonitorsbecomesinoperable duringanymodeofplantoperation.

TheproposedchangeintextwillmakeACTION24consistent withNUREG-0212, "Standard Technical Specifications forCombustion Engineering Pressurized WaterReactors,"
