RE: LaSalle County Station Units 1 and 2 -- Consultation about thermophilic organismsHi, Nancy,I've checked with Ken McCann, our division chief who wrote the response letter to Exelon last year. He said ourresponse would be the same. We don't have the role or the resources to evaluate levels of thermophilic organisms ateach nuclear power plant cooling pond and determine if those levels are a potential source of adverse health effects. Ifwe start to have cases of illness, we will evaluate the need to conduct further investigation. Not sure if you've been able to talk to anyone at IEPA, but I did get the name of a person who might be able to providesome information:Gregg Good, ManagerSurface Water SectionBureau of WaterIllinois Environmental Protection AgencyP.O. Box 19276Springfield, Illinois 62794-9276Phone: 217/782-7028Fax: 217/785-1225E-mail: Greqqi.Good@ ill inois.qovGregg is our algal bloom contact at IEPA. IEPA gets involved in harmful algal blooms through their voluntary lakemanagement program. They use World Health Organization's recommendations on hazard levels for exposure to toxinsproduced by certain algae. If there are similar criteria for levels of thermophilic organisms in surface water, they may beable to provide some guidance.I hope this helps. At least now I'll know where to go the next time I get a question like this!Regards,KathyKathy MarshallToxicology SectionIllinois Department of Public HealthDivision of Environmental Health525 W. LaSalle County Station Units 1 and 2 -- Consultation about thermophilic organisms1*
Hi Kathy-As we discussed by phone today, Exelon Generation Company, LLC (Exelon) has plans to apply to the Nuclear RegulatoryCommission (NRC) for renewal of the operating licenses for LaSalle County Station (LaSalle), Units 1 and 2. The NRCrequires that the license renewal application include an environmental report assessing potential impacts from licenserenewal activities, including continued operations. One such impact is the "impact of the proposed action [licenserenewal] on public health from thermophilic organisms in the affected water" [10 CFR 51.53(c)(3)(ii)(G)]. Typically, aspart of our assessment of this type of impact at our nuclear plants seeking N RC license renewal, Exelon will contact theresponsible State agency by letter to describe the license renewal process and request comments from the agency aboutany adverse public health effects that may be related to plant .operation.As we also discussed, Exelon previously sought input on this issue from the Illinois Department of Health as it relates to*renewal of the NRC operating licenses for the Byron and Braidwood Stations. I am attaching the letter that we receivedfrom Ken McCann (Chief, Division of Environmental Health) in response to our inquiry about Byron and Braidwood.I will appreciate any help you can provide in identifying the appropriate Illinois agency with which we should consultregarding public health impacts from thermophilic organisms in waters affected by the LaSalle cooling water systemdischarges (Illinois River). As you have already suggested, I plan to contactthe Illinois EPA, but if you discover thatanother contact would be more appropriate, please let me know.Thank you for your time and assistance.Regards,Nancy L.
