3.Pleasestate,why,initseffortstoachievegreatersystemreliabilitytheFloridaPowerandLiohtCompanyfailstoprovidea500kvintertieorgreatertotheGeorgiaPowerCorporationandtheeasternUnitedStateselectricalgridsystem.WouldsuchanintertieorsystemofintertiesprovidegreatersystemreliabilityintheFPLsystem?Ifnotwhynot?A500kVtiewithGeorgiaisstillintheplanningstages.A500kVintertieorsystemofintertieswouldnotprovidegreatersystemreliabilityintheFPLsystemuntiladditionaltransmissionexpansionnowunderwayandplannediscompleted.Transmissionexpansionnowunderwayandscheduledforcompletionin1980,includesa230kVtietoGeorgiaand500kVlinesfromLeveeintheMiamiareanortherlythroughAndytownandl3artin(thesitesfortwonewfossilgenerators)toYiidway.These500kVlineswillcloselytietheentireSouthFloridaareafromourSt.LuciePlanttoDadeCounty-intoastrong,tightlyintegratednetworkwithfurtherimprovementinsystemreliability.Afurtherexpansionofthe500kVgridinFloridaispresentlyscheduledforcoripletion.in1985.Anew500kVlinewilltieourMidwaystationto'anew'-500'Vstation.'tobebuiltaroundLakePoinsett.
4.Wouldprovisionofthe500kvintertietotheEasternU.S.electricalgridobviatetheneedforanyadditionalgeneratingcapacityintheFPLsystem.Iftheanswerisaffirmative,inincrementsof250kvperinterties,howmanymegawattsofbaseloadgeneratingcapacityintheFPLsystemwouldbeobviatedora250kvinterties,a500kvinterties,a750kvinterties?Objection.Thisquestionappearstorelatetotheissueofneedforpower,whichhasbeenpreviouslydecidedintheseproceedingsandisnotpresentlypendingbeforetheBoard.
5.ThetestimonyofNRCStaffwitnessR.FitzpatrickindicatesthestartuprecordofauxiliarydieselgeneratorstoprovideemergencyonsitepowerattheSt.LucieUnit1PowerPlantissub-standard.WhatreasonsareknowntotheFPLCompanyfortheexistenceofthissub-standardstartuprecord.Towhatextentdoestheplantsproximitytotheoceanicmarineenvironmentaffecttheperfor-mancereliabilityofthesedieselgeneratorsandwhatifanyprotectiveor.*remedialmeasuresarebeingtakenbytheutilitycompany?ThetestimonyofRobertG.FitzpatrickdoesnotindicatethattheSt.LucieUnit1dieselgeneratorstartuprecordis"sub-standard".ThetestimonystatedthattheunavailabilityoftheUnit1onsitesystemshadbeengreaterthanthatconsideredacceptabl'ebyNRCstaffguidelineswhichhadbeendevelopedsubse-quenttothelicensingreviewofUnit1(FitzpatrickAffidavitJune12,1978,p.6).Seven(7)failuretostartincidentsatSt'.LucieUnit1aredescribedinFPLprefiledtestimony(FluggerP.21).Thereasonsforeachoftheseincidentsincludeacloggedairsolenoidvalveandairline,incorrectairvalvealignment,turbochargermalfunctions(2),dirtyfuelracklinkage,overspeedtripnotresetbyoperator,anddirtytiebreakerrelaycontacts.TherehavebeennoperformanceproblemswiththeUnit1dieselsasaresultofproximitytoamarineenvironment.Thesametypeofengineisroutinelyusedinmarineservice.
6.1lhileHurricaneDavidapproachedSouthFlorida,CharlesScheer,FPLcorporatespokesmanisreportedinthepresstohavestated"theCompanywouldcontinuetooperatetheplantsduringahurricane".(SeePalmBeachPost,Thursday,August30,1979P.C2).Yet,duringthepre-dawnhoursasthehurricaneapproached,theHutchinsonIslandsite,FPLpersonneldecidedtoshutdowntheSt.LucieUnit1reactor.HhydidthisdiscrepancyinFPLpointofviewexist.Hasthecompanychangedorestablishedpolicysuchthatitwillshutdownreactorsduringhurricanes?WhatistheFPLpolicyconcerningreactoroperationduringpassageofamajorhurricanewherelandfallisprojectedtobeincloseproximitytotheplantsite?Specifically,whydidthecompanyshutdownSt.LucieUnit1duringthepassageofHurricaneDavid?FPLbasesitsdecisiononwhetherornottooperateitsnuclearplantsduringahurricaneuponanevaluationofthestorm'spathandtheforecastedgridload.Nr.Scheer'sstatementwasreportedonAugust30,1979,beforethepathofthestormhadbeenevaluated.Asubsequentevaluationindicatedthedesirabilityforlowgeneratingcapacitywiththeflexibilitytoacceptrapidloadchangesandthattheserequirementscouldbebettermetbythefossilplants.Therefore,thenuclearplantswereplacedincoldshutdown.
7.ItisreportedinthePalmBeachPostofSeptemberI,1979,thatduringthepassageofHurricaneDavidattheSt.LuciesiteonHutchinsonIsland,aconstructioncranesegmenttoppledfromtheUnit2containmentbuildingandknockedoutUnitI'slead-inauxiliarytransformerline.llh'ataretheimplicationsofthiseventasrelatestoplantsafetyandavailabilityofonsitepower?~OnSeptember3,1979duringthepassageofHurricaneDavid,acablefromtheUnit2constructioncranefellacrossthelinesbetweenthe"B"startuptransformerandtheswitchyard.St.Lucie1isequippedwithtwostartuptransformerssooffsitepowerwasnotlost.Atthetimeoftheseeventstheplantwasinacoldshutdowncondition(Seeresponse.toquestion6).Astickingrelaydidnotallowthe"B"dieselgeneratortostartautomatically.Animmediatemanualstartcouldhavebeeneffectedbutwasnotrequired.Aconservativeprocedurewasfollowedtoplacethe"B"dieselbackinservice.Thestickingrelaywassubsequentlyreplaced.SufficientACpowerwasavailableonsiteatalltimesviathe"A"startuptransformer.The"A"dieselgeneratorwasavailablebutwasnotrequiredtostartsinceoffsitepowerhadnotbeenlost.
