Re:St.LucieUnit1DocketNo.50-335ProposedLicenseAmendmentChlorineDetectionSystemInaccordancewith10CFR50.30,FloridaPower5LightCompanysubmitsherewiththreesignedoriginalsandfortycopiesofarequesttoamendAppendixAofFacilityOperatingLicenseDPR-67.ThisamendmentissubmittedtomodifythesurveillancerequirementsandbasesassociatedwiththeChlorineDetectionSystem.Sincetheremovalofthe1-tonchlorinecylindersfromtheSt.Luciesite,whichwereusedinthetreatmentofplantcirculatingwater,themainsourceofchlorine,forwhichtheoriginalanalysiswasperformed,nolongerexists.However,asmallerquantityofchlorineisstoredoffsitenearthesewagetreatmentandcitywaterstoragefacilities.Theattachedevaluationprovidestheconsequencesofanaccidentalfailureofa150-lb.chlorinecylinderonthehabitabilityof'heSt.IucieUnit1controlroan.TheSt.LucieUnit2controlrocmisfurtherfromthestoragechlorinecylinderlocationandis,therefore,notmorelimiting.TheresultsoftheevaluationaredetailedinAttachment1andspecificallydocumentthatthe150-lb.chlorinecylinderdoesnotconstituteasourcewhichwouldrequirehavingqualifieddetectorsatthecontrolroomairintakes.(BasedonRegulatoryGuide1.78toxicitylimitof15ppm).CalibrationandPeriodictestinghasalsobeenaprobleminthatchlorinemustbeintroducedintothedetectorstoverifytheiroperabilityrequiringanunnecessarypossibleexposureforplantpersonnel.Inordertofacilitateplantoperationandmaintenanceduringthepresentrefuelingoutage,itisrequestedthatthisTechnicalSpecificationchangebeapprovedbymid-April1983.ool18303ibOi7.i;830309I<',PDR."ADOCK,05000335PDRPEOPLE...SERVINGPEOPLE
