St.LucieUnit1andUnit2DocketNos.50-335and50-389ProposedLicenseAmendmentsExlosiveGasMixtureMonitorinReuirementsL-98-125Attachment1page2of5monitoring"thewastegasesintheonservicewastegasdecaytank.Theoxygenmonitoroperabilityrequirements,however,arecontainedintheUpdatedFinalSafetyAnalysisReport(UFSAR)foreachSt.LucieUnitandprovideaconditionalexceptiontothe"continuouslymonitoring"criterionwhich,intheeventthatbothoftheinstalledoxygenmonitorsbecomeinoperable,allowsoperationofthewastegasholdupsystemforupto30daysprovidedthatsamplesofoxygenareanalyzedusingthelabgaspartitioneratleastonceper24hours(Ref:PSL1UFSARSection13.8.1.4;PSL2UFSARSection13.7.1.4).TheexplosivegasmonitoringinstrumentationrequirementswereformerlyinthefacilitytechnicalspecificationsasTS3/4.3.3.10andwererelocatedtotheUFSAR,withoutanychangestotheapprovedrequirements,consistentwithGenericLetter(GL)95-10(Ref:LicenseAmendmentNos.147and86,PSL1andPSL2respectively:8/20/96).TS3/4.11.2.5wasnotaddressedbytherelocationprocess,andSurveillanceRequirement4.11.2.5.1specifiedthatthewastegasesintheonservicewastegasdecaytankshallbecontinuouslymonitored"withtheoxygenmonitorrequiredOPERABLEbyTable3.3-13ofSpecification3.3.3.10."AspartofanadministrativeupdatetotheSt.LucieTS,thereferenceto"withtheoxygenmonitorrequiredOPERABLEbyTable3.3-13ofSpecification3.3.3.10"wasremovedfromSurveillanceRequirement4.11.2.5.1sincetheinstrumentationTSnolongerexisted(Ref:LicenseAmendmentNos.152and89,PSL1andPSL2respectively:9/22/97).However,aconditionalmodifierforthe"continuouslymonitoring"criterionwasnotincludedwiththeadministrativeupdatetoreflecttheactionthathadbeenapprovedforimplementationwhenbothinstalledoxygenmonitorsbecomeinoperableandwhichhadbeenrelocatedtotheUFSAR.OnNovember21,1997,NRCInformationNotice(IN)97-80,LicenseeTechnicalSpecifications/nterprefations,wasissuedtoalertlicenseestoproblemsidentifiedwithlicenseeTSinterpretations.IN97-80states,inpart,"LicenseeTSinterpretationscanenhancethesafeoperationoftheplantbyhelpingtheplantstaffunderstandandcorrectlyimplementTSrequirements.However,licenseesmustexercisecautiontoensurethatTSinterpretationsdonotchangethewording,themeaning,ortheintentofTSrequirements."Similarly,NRCInspectionManualPart9900,TechGuidance,LicenseeTS/nterprefations(2/3/97)concludes,inpart,"Asstatedearlier,themostimportantfactoristhattheTSinterpretationdoesnotconflictwithTSwordingorintent."..."RelianceonaTSinterpretationwhenanerrorisdiscoveredintheTSisnotacceptable.TheNRCexpects
