ManroveFlushinWaterInordertoenhancethegrowthofisolatedmangrovetreeslocatedontheeastsideoftheplantandboundedbytheplantdischargecanal,StateRoadA1A,andtheplantintakecanal,seawaterispumpedfromtheintakecanalonaseasonalbasisontothedischargecanalsideofthemangrovearea.Thisseawaterisallowedtoflow,bygravity,backtowardtheintakecanal.Atthedischargepipeintotheintakecanal,stoplogsareusedtoregulatewaterlevelinthemangroveareaandsimulateflushingthatwouldnaturallyoccurduetotidalaction.Theflushingandwaterlevelcontrolareoptimizedtohelpcontrolthemosquitopopulationaswell.Atthepropertime,thestoplogsareremovedandtheuncontaminatedseawaterisreturnedtotheintakecanal.InaletterfromBruceBarrett,datedAugust11,1987,EPAconcurredthat,"...suchadischargewouldnotrequireanNPDESpermit."SinLobsterCulturinFacilitIn1990,FPLrequestedpermissionfromEPAandtheFloridaDepartmentofEnvironmentalRegulation(FDER)toconstructandoperateaspinylobster(Panulirus~arusculturingproject.Larvallobstersarecapturedinthepiant'sintakecanal,allowedtogrowtoapredeterminedsizeandthenreleasedintotheAtlanticOcean.Thisfacilitycanaccommodateuptotwothousandlobstersannually.ThisfacilityisnotconsideredapointsourceforNPDESpurposes(40CFR122.24andAppendixC)sincethefacilitywouldproducelessthan100,000poundsofaquaticanimalsperyear.MajorprocessesattheSt.LuciePlantwhichgeneratewastewaterasafunctionofoperatingactivitiesforthepurposeofsteamproductiontogenerateelectricityare:Once-throughcoolingwaterandauxiliarycoolingwatersystemsSteamgeneratormakeupwaterpuriflcation(neutralizationbasin)RadwastesystemSteamgeneratorblowdownIntaketravelingscreenwaterwashOnceThrouhCoolinWaterandAuxiliaCoolinWaterTheplantutilizesatotalofeightcirculatingwaterpumps(fourperunit)havinganominaltotalcapacityof968,000gpm(800,000gpmminimumto1,120,000gpmmaximumdependingoncondensercleanliness)tosupplyonce-throughcoolingwatertoUnits1and2.Theonce-throughcondenserandauxiliarycoolingwatersystemsdischargethroughpipelinesintotheAtlanticOcean.OnedischargepipeutilizesaY-portdiffuserwhichdischargesapproximately1500feetfromshore.Theotherdischargepipeutilizesamultiportdiffuserdesignedwith58ports,eachportbeingabout16inchesindiameter.Thelengthofthemultiportdiffuseris1,416feetbeginning1959feetfromshore.Thespacingbetweenportsis24feet.

Thediffusermanifoldisoptimizedwithportsalternatelyorientednorthandsouthatanangleof25degreesfromthemanifold.ThedischargeofheatedwaterthroughtheY-portandmultiportdiffusersensuresdistributionoverawideareaandenablesamorerapidandefficientmixingwithambientwaters.Twoadditionalminoreffluentstreams,thatareaddressedinthecurrentNPDESpermitasdischargingintothedischargecanalwitha4.0ppmaboveambientlimitforboronatthePOD(seefigure2forlocation),aretherefuelingwaterstoragetankandthenon-aeratedwaterhold-uptanks.Thesetwoeffluentstreamsaredischargedthroughtheradwastesystemforfurtherreductioninradioactivity.Therefuelingwaterstoragetankwhosecontentsareusedforsafetyinjectionandrefuelingwatercontains500,000gallonsofwaterwitha2000ppmboroncontent.Therearefour,fortythousandgallonsnon-aeratedwaterhold-uptankswhichholdreactorcoolantbleed-offordraindownwater.Bothofthesedischargesoccurveryinfrequently.Borondischargesfromthesteamgeneratortothedischargecanalaredescribedundersteamgeneratorblowdown.BasedonFPL'scalculations,themaximumconcentrationofboronanticipatedattheNPDEScompliancepoint(thePOD)duringareleasefromthesteamgeneratorwouldbelessthanO.lppm.Thisdeterminationisbasedonthefollowingassumptions.Theleastpossibledilutionflowfromoneoperatingunitat30%powerwouldbetwocirculatingwaterpumpsplustwointakecoolingwaterpumps.Thesubsequentflowinthedischargecanalwouldbe271,000gal/min.Usingthemaximumblowdownpossiblefrombothsteamgenerators(240gal/min)attentimestheupperlimitofanticipatedboronconcentration(e.g.100ppm)themaximumincreaseofboroninthedischargecanalwouldbelessthan0.1ppm.Theambientboronconcentrationofthereceivingwaterbody(e.g.,theAtlanticOcean)isapproximately4.0ppm.Thustheincreaseinthedischargecanalboronconcentrationfromasteamgeneratorblowdowndischargeisnotsignificant.Theonce-throughcoolingwatersystemispresentlychlorinatedatamaximumoftwohoursperdayper'unitformicro-andmacrobiofoulingcontrol.Inaddition,thepresentNPDESpermitwhichwasmodifiedFebruary28,1992,allowstheuseofBetzClam-Trol(CT-1)asabiocidefor'reatmentofthesesystems.CT-1isutilizedonan"asneeded"basis6-12timesperyeartocontrolmacro-foulingintheintakeareainparticular.4Additionalamounts,upto58,000gpm,of.oceancoolingwaterarepumpedusingintakecoolingwaterpumpsthroughtheauxiliaryequipmentheatexchangers.Thesolutionbeingcooledbytheseheatexchangers,whichinturndirectlycoolsin-plantmachinery,contains200-500ppmsodiummolybdate,200-500ppmofsodiumnitrite,and10-30ppmtolytriazole.Normallythispartofthesystemisclosed,i.e.,itrecirculatesmuchlikeanautomobilecoolingsystem.Shouldaleakoccurinaheatexchange'r,asmallamountofthemolybdatesolutioncouldbereleased.Thewaterlevelinthissystemiscarefullymonitoredsoleakscanbeidentifiedandrepairsmade.

l0 Buetothelargevolumeofwaterbeingdischargedtothecommondischargecanalthroughthe"open"partofthecoolingwatersystem,ltlsanticipatedthattheseminorleakswouldnotbedetectableattheheatexchangeroutletandcertainlywouldnotbedetectableatthePODfnthedischargecanal.Low-levelchlorinationoftheauxiliarycoolingwaterisutilized.Thissystemcanalsobetreatedforblofoulingcontrolduringtheonce-throughcoolingwaterCT-1applications.MakeuWaterPurificationWaterforgeneralplantuselspurchasedfromtheCityofFortPierceandlsfurtherprocessedtosatisfyvariousplantrequirements.Thewaterfstransportedviapipelinetotheplant.Waterforreactorcoolantandsteamgeneratormake-upfspassedthroughcarbonfiltersforremovalofsuspendedsolids(organicandinorganic),aswellasremovalofanyresidualchorinethatmaybepresent.ItfsfurthertreatedbyuseofacationresinwherecationssuchasMg"andCa"areremoved.Next,thewaterpassesthroughananionresinwhereanionssuchasSO4-andClareremoved.Finallyitpassesthroughapolishingmixedbedconsistingofanionandcationresins.Afterrepeateduse,ionexchangecapacityofthe-anionandcationresinsbecomesexhaustedandmustbereturnedtoitsoriginalcapacity(regenerated).CationresinsareregeneratedwithH,SO4(sulfuricacid)whereH'eplacesthecationsexchangedbytheresinduringthedemineralizatfonprocess.TheanionresinbedfsregeneratedwithNaOH(sodiumhydroxide)whereOHreplacesanionsexchangedbyresinsduringdemfneralfzatlon.TheAnalpolishingmixedbedanion/cationresindemlneralizeralsorequiresregenerationwithNaOH/H,SO4butatalesserfrequencythanthecationandaniondemineralfzers.Certainstepsfromtheanionandcationdemlnerallzerregenerationprocesswhichgeneratescorrosive(RCRA)wastesareroutedtoaTotallyEnclosedTreatmentFacilitywherepHlsadJustedtobetween2and12.5SU.Thiseffluentfsthenrouted.tothelinedneutralizationbasin.Effluentfromanionandcationdemfneralfzerregenerations,whichisnotcorrosivebyRCRAcriteria,fsrouteddirectlytothelinedneutralizationbasin.Fromtheneutralizationbasin,theeffluentisroutedtothesolidssettlingbasinsorthepHofeachbatchischeckedandadJustedasnecessarytobetween6.0and8.5SUtobedischargedtotheintakecanal.Thecarbonfiltersarebackwashedwithcitywatertoremovetrapped,suspendedsolidspreviouslyfilteredfromthatwater.Thiswaterfsalsodischargedtothesolidssettlingbasins.

LiuidRadwasteSstemBatchReleasesTheflowfromtheradwastetreatmentsystemisintermittent.Thesystemhasbeenmodifiedtopermitamaximumdesignflowof170gpm.'hiswastestreamoriginatesfromvariousmaintenanceandoperationalactivitieswhichtakeplaceinthereactorauxiliarybuilding(RAB)andisprocessedforradioactivereductionbyionexchangeresinsandlowmicronfiltrationsystems.Effluentfromthissystemdoesnotnormallycontainanymetalcleaningwastes,howevertherearetimes,suchasduringsteamgeneratorchannelheadcleaning,whensomemetalcleaningwastecouldbedischarged.SteamGeneratorBlowdownHighpuritywaterisgeneratedattheSt.LuciePantbyawatertreatmentplantbywayofcarbonfiltration'andanionandcationexchangedemineralization.Muchofthishighqualitywaterisroutedtothesecondarysystemandsteamgeneratorsasmakeupforthewater/steamcycle.AnaminesuchasammoniaormorphalinemaybeaddedforpHcontrolandhydrazineor(catalyzedhydrazine)isaddedforoxygenremoval.Undesirablecontaminantssuchaschloridesfromcondenserleakscancontaminatethesteamgeneratorwater.Strictoperatingspecificationsrequirethatsuspendedanddissolvedsolidsbemaintainedatverylowlevels.Therefore,tokeepthecontaminantsattheselowlevels,acontinuoussteamgeneratorblowdownisrequired.Thisblowdownisnormallyrecycledbutmayberoutedtothedischargecanal.Theconcentrationofhydrazineinthesedischargesnormallyrangesfrom25ppbto2ppm.Duringoverhaulsand/orrefuelingoutagesthesteamgenerators,feedwatersystems,and/orcondensersmaybe'placedinastaticmodewheretheinternalmetalsurfacesofthesecomponentsmustbeprotectedfromcorrosion.Thetypicalmethodusedistofillthesystemwithahydrazine(orcatylizedhydrazine)ammonia/demineralizedwatersolution.Asteamgeneratorwetlay-uprequires140,000gallonsofwaterwhilecondenserlay-uprequires750,000gallons.Thissolution,whichcontainsupto300ppmhydrazine,mustthenbedrained.Steamgeneratorsaredischargedtotheplant'sdischargecanal.Condensersaredrainedthroughatemporaryhosetotheintakecanalwhereintakecoolingwaterpumps(auxiliaryequipmentcoolingwaterpumps)movetheeffluenttothedischargecanal.Thesedischargesoccurapproximatelyeveryeighteenmonthsperunitduringrefuelingoperationsorduringanyperiodsofextendedmaintenance.FPLhasmonitoredthedischargecanalextensivelyatEPA'srequestsince1989duringperiodsof"wetlay-up"dischargeandfoundthehydrazinevalues,duetotherapidbreak-downofhydrazineuponexposuretooxygenintheenvironmentandthroughdilution,tobebetween<5ppband16ppbatthePODwithmostofthevaluesbeing<5ppb(thedetectionlimitforhydrazine).ITheplantalsooperatesthesteamgeneratoratconcentrationsofupto10ppmboricacid.-Dischargeofthisboricacidviablowdownwasdiscussedpreviouslyundertheoncethroughcoolingwaterdescription.
