St.LucieUnit2DocketNo.50-389ProposedLicenseAmendmentCore0eratinLimitsReortCOLRL-97-280Attachment2Page2of2(3)Operationofthefacilityinaccordancewiththeproposedamendmentwouldnotinvolveasignificantreductioninamarginofsafety.ThecyclespecificparameterlimitsbeingrelocatedtotheCOLRbythisamendmenthavenotbeenchangedfromthevaluespresentlyrequiredbytheTS,andarequirementtooperatetheplantwithintheboundsofthelimitsspecifiedintheCOLRisretainedintheindividualspecifications.FuturechangestothecalculatedvaluesoftheselimitsbythelicenseemayonlybedevelopedusingNRC-approvedmethodologies,mustremainconsistentwithallapplicableplantsafetyanalysislimitsaddressedintheFinalSafetyAnalysisReport(FSAR),andarefurthercontrolledbythe10CFR50.59process.AsdiscussedinGenericLetter88-16,theadministrativecontrolsestablishedforthevaluesofcyclespecificparametersusingtheguidanceofthatletterassureconformancewith10CFR50.36.Safetyanalysisacceptancecriteriaarenotbeingalteredbythisamendment.Therefore,operationofthefacilityinaccordancewiththeproposedamendmentwouldnotinvolveasignificantreductioninamarginofsafety.BasedonthediscussionpresentedaboveandonthesupportingEvaluationofProposedTSChanges,FPLhasconcludedthatthisproposedlicenseamendmentinvolvesnosignificanthazardsconsideration.
