Inaccordancewiththeabove-referencedNoticeofProposedRulemaking(theNotice),theRochesterGasandElectricCorporationherebysubmitsthefollowingcommentsand,aswell,fullyendorsestheNUMARCcommentsbeingsubmittedonthismatter.Weappreciatethisopportunitytoexpressourviewsonthepromulgationofaregulationtogoverntherenewalofnuclearpowerplantlicenses.~-We:,generallysupporttheproposedregulationandurgetheNRCtopromulgateitwiththemodificationsproposedintheNUMARCcommentletter.Inparticular,wesupporttheuseofthecurrentlicensingbasis(CLB)foranuclearpowerplanttorenewitslicense;wealsosupporttheapplicabilityofthebackfittingruletolicenserenewals.However,wesharetheconcernsexpressedintheNUMARCsubmittalregardingthedefinitionofcurrentlicensingbasisandwhetheranapplicationforarenewedlicenseshouldrequireanIntegratedPlantAssessment(IPA)onthescalethatispresentlycontemplated.TheproposedCLBdefinitionappearstofreezetheCLBduringthependencyoflicenserenewalapplicationsbeforetheNRC.CLBscontinuouslychangeovertimetoaccommodatechangingsafetyinformationandregulations.Suchamoratoriumcouldcauseunwarrantedshutdownsanddiscourageutilitiesfromthelicenserenewaloption.90ii06006790iOi2PDRPR255FR29043PDR
