UNITEDSTATESOFAMERICANUCLEARREGULATORYCOMMISSIONIntheMatterofRochesterGasandElectricCorporation(R.E.GinnaNuclearPowerPlant))))DocketNo.50-244))APPLICATIONFORAMENDMENTTOOPERATINGLICENSEPursuanttoSection50.90oftheregulationsoftheU.S.NuclearRegulatoryCommission(the"Commission"),RochesterGasandElectricCorporation("RG&E"),holderofFacilityOperatingLicenseNo.DPR-18,herebyrequeststhattheTechnicalSpecificationssetforthinAppendixAtothatlicensebeamended.ThisrequestforchangeinTechnicalSpecificationsissubmittedtosatisfyRochesterGasand.ElectricCorporation'scommitmenttorevisetheTechnicalSpecificationsconsistentwithourApril18,1991,responsetoGenericLetter90-06,"ResolutionofGenericIssue70,'Power-OperatedReliefValveandBlockValveReliability,'ndGenericIssue94,'AdditionalLow-TemperatureOverpressureProtectionforLight-WaterReactors,'ursuantto10CFR50.54(f)."TheproposedAmendmentrevisesTechnicalSpecificationsSections3.1.1.4,3.1.1.6,4.3.4andaddssitespecificbasissectionstoaddressthegenericletter.TechnicalSpecification3.1.1.4wasdeletedandrelocatedundertheprovisionsofproposedSpecification3.1.1.6.Thisrevisioncontinuestoensurethattheexistingandproposedlimitingconditionsofoperationaremet.Theproposedrevisionalsoeliminatestheneedtoduplicateidenticalrequirementsundertwoindividualspecifications.Similarly,SurveillanceRequirement4.3.5.6willberenumberedandrelocatedundertheprovisionsofSpecificationSection4.3.4,ReliefValves.Thisadministrativechangealsop21PPgpDRg~5$~gos@'SPg)p
