Q~nl~iiin1-TheRTSfunctionswhicharebeingchangedfrommonthly(0t"6i'>>,'";,w$$klj)toquarterlytestfrequenciesmustbetestedonaSTAGGERED8WACO'iYFFe~'.rTESTbasis.Forexample,withafourchannelRTSfunction,onechannelmustbetestedeverythreeweekssuchthatallchannelsaretestedeachquarter.OnechannelofathreechannelRTSfunctionmustbetestedeverymonthwhileonechannelofatwochannelRTSfunctionmustbetestedevery6weeks.~e~~n~-ThisconditionwaswithdrawnbytheNRCbyReference6andisnolongerapplicable.-1'hli<<hpdi~phpicommonmodeevaluationoffailuresintheRTSchannelswhicharetobetestedonaquarterlybasis.Thatis,sincechannelsmaybetestedonastaggeredbasis,ifthechannelbeingtestedfailsduetoapotentialcommonmodefailure,theremainingchannelsshouldbetestedorotherwiseconfirmedwithrespecttotheircontinuedoperability.R~s~gnn-TheseprocedureswillbedevelopedpriortotheimplementationoftheimprovedtechnicalspecificationsforGinnaStationcurrentlyscheduledforFebruary1996.TheseprocedureswillfollowthegeneralguidanceprovidedinReference5astowhenthiscommoncausefailureevaluationisrequired(e.g.,instrumentdriftissuesdonotrequirethisassessment).Q~n)~iin3-RoutinetestingoftheRTSanalogchannelsinthebypassconditionbyuseoftemporaryjumpersorbyliNngleadsisunacceptableduetothepotentialforhumanerrors.Therefore,plantswithoutinstalledbypasscapabilitycannotusethisoption~e@~ne-GinnaStationcurrentlydoesnothaveinstalledbypasscapabilitysuchthatroutinelybypassingchannelsinordertoperformsurveillancetestingoftheremainingchannelsisnotallowed.Assuch,RGB'asselectedtheRequiredActionswhichonlyallowthe~no~ra~lechanneltobebypassedfortestingoftheremainingchannels.TheRequiredActionswhichallowbypassingachannelprovidedthattheinoperablechannelwasplacedinthetrippedconditionwasnotselected.Therefore,routineuseofbypassfortestingpurposesisnotallowedintheproposedtechnicalspecifications.

Change810ofSectionAdeletestheshiftchannelcheckoftheTurbineFirstStagePressurefunctionandincreasesthechanneltestsurveillanceintervalfrommonthlytorefueling.ThisfunctionisonlyrelatedtoP-7whichisusedtoblockcertainreactortripsduringstartupandlowpoweroperations.ThestandardtechnicalspecificationsincludedinWCAP-10271,Supplement1donothaveashiftchannelcheckrequirementforanypermissivessincethesearenotdirectlyrelatedtotheprotectingthereactorcore.Inaddition,thetimeframeinwhichP-7isactuallyusedtoblockcertainreactortripsisexpectedtobeverysmallsuchthatthechannelcheckisnotrequiredforsafetyreasons.TheWCAPproposedtodeleteP-7sinceitisderivedfromP-13andP-10interlocksandhasnoanalogchannelsatastandardWestinghouseplant.GinnaStationdoesnothaveaP-13suchthatthisjustificationisnotapplicable.However,theWCAPspecificallyevaluatedtheincreasedSTIforallpermissives(includingP-13whichtheTurbineFirstStagePressurefunctionactsas)andfoundthechangeinSTIfrommonthlytoquarter4yie6ijJi'n'jjtobeacceptable.SinceRGB'rovidedjustificationtomeettheconditionsforimplementingWCAP-10271,Supplement1initemPlabove,thislessrestrictivechangeisconsideredacceptable.Changes811through818asdiscussedinSectionAareconsistentwiththetechnicalspecificationsprovidedinWCAP-10271,Supplement2,Revision1.TheseeightchangesincludeboththosechangeswhicharejustifiedwithinthisWCAP(andthereforeapprovedbytheNRC)andthosechangestotheCTSwhichprovideconsistencywiththestandardtechnicalspecificationsprovidedintheWCAP.ToimplementthechangesjustifiedbytheWCAP(Changes812,13,15,and16),theNRCSafetyEvaluationReport(References6and7)requireslicenseestoaddresstwoissues.Theseconditions,andtheirresolution,areprovidedbelow.Theremainingchangeswhichprovideconsistencywiththestandardtechnicalspecifications(Changes811,14,17,and18)arediscussedseparately.a.~ndi~in1-Thelicenseemustconfirmtheapplicabilityofthegenericanalysistotheimplementingplant.~Rpgn<ie-ThedesignassumptionsandmodelingassumptionspresentedinSections2and3ofWCAP-10271,Supplement2,Revision1werereviewedwithrespecttotheGinnaStationESFASdesignandoperationalpractices.TheWCAPinformationisequivalentormoreboundingwithrespecttoGinnaStationexceptasfollows:

Change812ofSectionArevisestheCompletionTimeforplacinganinoperableSteamLineIsolation-HighContainmentPressurechannelintripfrom1hourto6hours.However,thestandardtechnicalspecificationsincludedinWCAP-10271,Supplement2,donotrequireplacingthechannelintrip.Instead,theinoperablechannelmaybeplacedinbypassprovidedthattheminimumnumberofrequiredchannelsisOPERABLE.Thestandardtechnicalspecificationsidentifya2/4logicforthisfunctionwhileGinnaStationutilizes2/3logic.TheWCAPdidconsiderboth2/4and2/3logicsuchthattheWCAPisconsideredboundingwithrespecttotheGinnaStationdesign.However,RGB'onsidersitprudenttoplacetheinoperablechannelintripandrelyon1/2logicversusbypassingtheaffectedchannelandrelyingon2/2logic.TheCompletionTimeof6hourstoplacethechannelintripisconsistentwithotherESFASfunctions.Therefore,RGB'cEconsidersthislessrestrictivechangeacceptable.12.gigpigfgiAiI~'si",'"ppiiginoperablechanneloftheAuxiliaryFeedwater-Lossof4kVVoltagefunctionintrip&ettrssit1ifri]1hourto'it4iutrgtii8:::tthe¹'iohiiio'eiio':;::h'eisitoorepti~tttittito'!48hours.ThisAuxiliaryFeedwateractuationfunctionissecondarytotheSteamGeneratorLowLowandSafetyInjectionactuationsignalsandisnotspecificallycreditedintheaccidentanalyses.Assuch,ifthisfunctionweretofail,theSteamGeneratorLowLowactuationfunctionwouldeventuallystarttheturbinedrivenpumpwithinthetimelimitsassumedintheaccidentanalysis.Also,thisactioa'!md~CompletionTimeisconsistentwiththeinitialtechnicalspecificationassumptionsusedinWCAP-10271.Therefore,thislessrestrictivechangeisconsideredacceptable.Inadditiontothejustificationsprovidedabove,RGBhasevaluatedthedifferencesbetweentheproposedtechnicalspecificationscontainedinAttachmentIIandthestandardtechnicalspecificationsincludedinWCAP-10271.ThisevaluationispresentedinAttachmentV.Asshowninthisattachment,theproposedtechnicalspecificationsareequivalenttothestandardtechnicalspecificationsexceptasfollows:Inthosecaseswheretechnicaldifferencesexist,thereasonforthedifferencesisduetolessrestrictiveCTSrequirementsandnotduetootherchangesbeingproposed.TheonlyexceptiontothisiswithrespecttotheContainmentSpray-HighHighContainmentPressureandSteamLineIsolation-HighContainmentPressurefunctionswhicharediscussedinitems810and811above,respectively.InthosecaseswhereboththeCTSandproposednewtechnicalspecificationsarelessrestrictive,theissueiseitheraddressedintheconversiontoimprovedstandardtechnicalspecifications(Ref.8),discussedabove,orduetoinconsequentialdesigndifferences(e.g.,GinnaStationdoesnotorganizecontainmentisolationintoPhaseAandPhaseBfunctions).16 C.SIGNIFICANTHAZARDSCONSIDERATIONEVALUATIONTheproposedchangestotheGinnaStationTechnicalSpecificationsasidentifiedinSectionAandjustifiedinSectionBhavebeenevaluatedwithrespectto10CFR50.92(c)andshowntonotinvolveasignificanthazardsconsiderationasdescribedbelow.Thisevaluationisorganizedinto3sectionsrelatedto:(1)changesspecificallyevaluatedbyWCAP-10271anditsassociatedsupplements,(2)otherlessrestrictivechangeswhicharebeingproposed,and(3)morerestrictivechangeswhicharebeingproposed.C.lv1infAP-10271iftehneThefollowinglessrestrictivechangesspecificallyevaluatedbyWCAP-10271anditsassociatedsupplementsarebeingproposed:a.IncreasethesurveillanceintervalforRTSanalogchanneloperationaltestsfrommonthly'(0Pqti)<<'%e'eke'"'/~toquarterly.b.IncreasetheCompletionTimetoplaceaninoperableRTSanalogchannelintripfrom1hourto6hours.c.AllowaninoperableRTSanalogchanneltobebypassedforupto4hourstoperformsurveillancetestingoftheremainingchannels.~d.IncreasethesurveillanceintervalforESFASanalogchanneloperationaltestsfrommonthlytoquarterly.e.IncreasetheCompletionTimetoplaceaninoperableESFASanalogchannelintripfrom1hourto6hours.f.AllowaninoperableESFASanalogchanneltobebypassedforupto4hourstoperformsurveillancetestingoftheremainingchannelsTheseproposedchangesdonotinvolveasignificanthazardsconsiderationasdiscussedbelow:17 c.creatingthepotentialformoreeffectivemonitoringandcontrolofplantoperationsbyoperatingcrewsduetolessfrequentinstrumentationtestingdistractions.Basedupontheabove,ithasbeendeterminedthattheproposedlessrestrictivechangestotheGinnaStationTechnicalSpecificationsdonotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated,doesnotcreatethe,possibilityofanewordifferentkindofaccidentpreviouslyevaluated,anddoesnotinvolveasignificantreductioninamarginofsafety.Therefore,itisconcludedthattheproposedchangesmeettherequirementsof10CFR50.92(c)anddonotinvolveasignificanthazardsconsideration.C.2vlinfherLRriciehnThefollowinglessrestrictivechanges,whichareconsistentwithWCAP-10271anditsassociatedsupplementsbutnotspecificallypartoftheoriginalinstrumentationprogram,arebeingproposed:a.SeparatetheCTSrequirementof"AutomaticTripLogicIncludingReactorTripBreakers"intotwoseparaterequirementswithadditionaltimeallowedtorestoreinoperabletrainsbeforerequiringaplantshutdown.b.RevisethetestingfrequencyoftheRTSTurbineTripfunctionfrommonthlytooncepriortostartupifithasnotbeenperformedwithinthelast31days.Define"priortostartup"tobe"within31dayspriortostartup"versus"withinthepreviousweek"fortestingofthefollowingRTSfunctions:NuclearFluxPowerRange-LowSetting,NuclearFluxIntermediateRange,andNuclearFluxSourceRange.RevisethetestingrequirementsoftheTurbineFirstStagePressuretoremovetheshiftchannelcheckandincreasethetestingintervalfroinmonthlytorefueling.IncreasetheCompletionTimetoplaceaninoperableContainmentSpray-ContainmentPressureHighHighandSteamLineIsolation-HighContainmentPressurechannelintripfrom1hourto6hoursandallowtheinoperablechanneltobebypassedforupto4hoursforsurveillancetestingoftheremainingchannels.Kepj50'ie,,':icfiob""toplaceaninoperableAuxiliaryFeedwater-TripofBothMFWPumpschannelintrip&emjjjthin31hourtof'eNorjfh'ie",;:,"ihanne'.::mjthir748hours.Theseproposedchangesdonotinvolveasignificanthazardsconsiderationasdiscussed19 below:OperationofGinnaStationinaccordancewiththeproposedchangesdoesnotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated.TheproposedchangesareallconsistentwiththeplantdesignandoperatingpracticesassumedintheevaluationsprovidedinWCAP-10271andstandardtechnicalspecifications.Thesechanges,incombinationwiththechangesdiscussedinSectionC.1above,resultinonlyaminorincreaseincoredamageprobabilityduetothereducedtestingrequirements.Theproposedchangesalsodonotincreasetheseverityorconsequencesofanaccidentpreviouslyevaluated.Whileimplementationoftheproposedchangesaffectstheprobabilityof.failureoftheRTSandESFAS,itdoesnotalterthemanneriswhichprotectionisprovidednorthemannerinwhichlimitingcriteriaareestablished.Therefore,thesechangesdonotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated.OperationofGinnaStationinaccordancewiththeproposedchangesdoesnotcreatethepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated.Theproposedchangesdonotinvolveaphysicalalterationoftheplant(i.e.,nonewordifferenttypeofequipmentwillbeinstalled)noralterthefunctionoftheRTSandESFAS.Thechangesonlyprovideforadditionaltimetorestoreinoperableequipmentandincreasethesurveillancetestingintervalforcertaininstrumentation.Thus,thesechangesdonotcreatethepossibilityofanewordifferentkindofaccidentfromanypreviouslyevaluated.OperationofGinnaStationinaccordancewiththeproposedchangesdoesnotinvolveasignificantreductioninamarginofsafety.Theproposedchangesdonotalterthemannerinwhichsafetylimits,limitingsafetysystemsetpoints,orlimitingconditionsforoperationaredetermined.Instead,thechangesareexpectedtoresultinanoverallimprovementtosafetybyreducinginadvertentreactortripsandallowtimetoperformappropriaterepairstoinoperableequipment.Therefore,thesechangesdonoinvolveasignificantreductioninamarginofsafety.Basedupontheabove,ithasbeendeterminedthattheproposedlessrestrictivechangestotheGinnaStationTechnicalSpecificationsdonotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated,doesnotcreatethepossibilityofanewordifferentkindofaccidentpreviouslyevaluated,anddoesnotinvolveasignificantreductioninamarginofsafety.Therefore,itisconcludedthattheproposedchangesmeettherequirementsof10CFR50.92(c)anddonotinvolveasignificanthazardsconsideration.20
