St.LucieUnit1andUnit2Docket'Nos.50-335and50-389ProposedLicenseAmendmentsFac'iaua'a'osL-98-279Attachment1Page1of6EVALUATIONOFPROPOSEDTSCHANGESTheproposedamendmentstoFacilityOperatingLicensesDPR-67forSt.LucieUnit1(PSL1)andNPF-16forSt.LucieUnit2(PSL2)willreviseadministrativecontrolsTechnicalSpecification(TS)6.3,"UnitStaffQualifications,"andincorporatespecificstaffqualificationsforaMulti-DisciplineSupervisor(MDS)position.Theproposedchangesarediscussedindetailbelow.2.0BacoudDscusso2.1Qgg~~Asaresultofcontinuousimprovementefforts,FloridaPowerandLightCompany(FPL)intendstoimplementmulti-disciplineworkteamsconsistingofelectricians,mechanics,instrumentandcontrolspecialists,radiationcontroltechnicians,andfieldoperators.Theseteamsareessentialinperformingefficientworkfortheday-to-daymaintenanceoftheplant.Throughtheestablishmentoftheseteams,FPLexpectstoimproveteamwork,improvescheduleadherence,reduceequipmentoutofservicetime,andreduceadministrativeburdenduetofewertumoversandhand-offsbetweendisciplines.InordertomeetFPL'shighstandardsforoperationalsafetyandreliability,themulti-disciplineworkteamsneedtohaveMulti-DisciplineSupervisors(MDS)withthenecessaryeducation,experience,andtrainingtooverseethetasksperformed.CurrentlyatSt.Lucie,theregulatoryrequirementsforstaffqualiTicationsaredefinedinPSL1andPSL2TSSection6.3.1,"UnitStaffQualiTications."TS6.3.1referencesANSI/ANS-3.1-1978,andSection4.3.2ofthisstandardrequiressupervisorsnotrequiringNRClicensestohaveahighschooldiplomaorequivalentandaminimumoffouryearsofexperienceinthecraftordisciplinetheysupervise.ThecurrentTSrequirementsassumesingledisciplinesupervisors.TherequirementsfortheMDSpositionarenotdetinedinanANSIstandard.TheMDSpositionisdiscussedintheInstituteofNuclearPowerOperations(INPO)AcademyDocument(ACAD)90-010,Rev2,"GuidelinesforMaintenanceSupervisorSelection,Training,andDevelopment."TheACADspecificallydiscussessupervisorsthathaveoversightresponsibilityformulti-disciplineworkteams.TheACADdenotesthatthesesupervisorswillhaveafundamentalworkingknowledgeofthetasksbeingperformedaswellasbroadknowledgeofapplicablestationworkpractices,industrialsafetypractices,and"softskills"necessarytoeffectivelyinteractwithteammembers.FPLproposestoamendtheTSinordertoincorporatespecificqualificationrequirementsapplicabletoMDS.2.2g)jjsc,~s'ccordingtosection4.3.2ofANSI/ANS-3.1-1978,non-licensedsupervisorsmusthaveahighschooldiplomaorequivalentandaminimumoffouryearsofexperienceinthecraftordisciplinetheysupervise.Atthistime,non-licensedsupervisorsmeetorexceedANSI/ANS-3.1-1978requirements.Besidesmeetingtheeducationandexperiencerequirements,thesupervisorsarefurtherpreparedwithappropriatesupervisortraining.

St.LucieUnit1andUnit2Docket'Nos.50-335and50-389ProposedLicenseAmendmentsaci'uac0L-98-279Attachment1Page2of6Inaccordancewith10CFR50.120,thecurrentSt.LucieplantmaintenancesupervisortrainingprogramisbasedonaSystemsApproachtoTraining(SAT)whichensuresthatpersonnelhaveobtainedqualificationscommensuratewiththeperformancerequirementsoftheirjob.Thistrainingprogramensuresthatcandidatesreceiveinstructioninleadershipskills,interpersonalcommunication,commandresponsibilitiesandlimitations,motivationofpersonnel,problemanalysisanddecisionmaking,andadministrativepoliciesandprocedures.Theseskillsarenotdisciplinespecificskillsbutarecommensuratewiththeirjobresponsibilityassupervisors.FPLintendstoimplementmulti-disciplineworkteams.Theimplementationofmulti-disciplineworkteamsresultsinaneedforasupervisorwhoiscapableofoverseeingtasksfromvariousdisciplines.TheMDSshallbethepersoninchargeandthemostaccountableindividualtowardaccomplishingqualityandefficientworkobjectivesinamulti-disciplineworkteam.ThepurposeoftheMDSistooverseepreventive,predictive,andcorrectivemaintenanceonplantmechanical,electrical,andinstrumentandcontrolsystemsandcomponentsasrequiredbyTS,plantprocedures,andNRCrequirements.AlthoughtherearequalificationrequirementsforthesingledisciplinesupervisorintheANSIstandards,therearenospecificqualificationrequirementsdefinedfortheMDSposition.ThisproposedTSchangeistodelineatethequalificationrequirementsfortheMDS.FPLintendstoimplementaselectionandqualificationprocessfortheMDS.Sincequalificationisdefinedintermsofeducation,experienceandtraining,theproposedTSchangesdefinetheMDSqualificationrequirementsintermsofeducation,experienceandtraining.TheMDSshallhaveafundamentalworkingknowledgeofthetasksbeingperformedaswellasthebroadknowledgeofapplicablestationexpectations,workpractices,andindustrialsafetypracticestoensuresafetyandproceduraladherenceisenforcedatalltimes.Theselectionprocessrecognizestheresponsibilitiesuniquetothemulti-disciplinesupervisoryposition.SpecificcriteriaareestablishedfortheselectionoftheMDScandidate.Theseincludeeducation,experience,andtechnicalcompetence.Additionalselectioncriteriaincludesupervisoryqualitiessuchasleadership,judgement,motivation,integrity,andteamworkskills.Anassessmentofthecandidates'upervisoryexperienceandpotentialisconducted.b.TheMDScandidatesmusthaveahighschooldiplomaorequivalent.Thisminimumeducationalrequirementisthesameforallsingleormulti-disciplinesupervisors.Intermsofexperience,theMDScandidatesmusthaveaminimumoffouryearsexperienceinoneormoretechnicaldisciplines(maintenance,operations,engineering,orotherrelatedtechnicaldiscipline).Thefouryearsofexperienceshallincludethreeyearsofpowerplantexperience,ofwhichoneyearisatanuclearpowerplant.SomeofthetypicaljobstobesupervisedbyanMDSincludepump/motoroverhauls,valveandactuatoroverhauls,andreactordisassembly/reassembly.Theseworkactivitiescontainmanystepsthatarenotdiscipline-specific.FPLbelievesthatfouryearsofexperienceintechnicaldisciplinesexposespersonnelnotonlytothetechnicalaspectsofspecificdisciplines,buttofundamentalprinciplesthatcanbeappliedtomaintenanceactivities.Therefore,fouryearsexperienceinanyrelatedtechnicaldisciplineordisciplinesprovidessufficientfundamentaltechnicalknowledgeforpropermaintenancesupervisoryoversight.

St.LucieUnit1andUnit2Docket'Nos.50-335and50-389ProposedLicenseAmendmentsac'ua'c'osL-98-279Attachment1Page3of6Onceselected,theMDScandidateswillreceiveadditionaltraining.ASATbasedjobandtaskanalysishasbeenconductedfortheMDSpositionandasaresultatrainingprogramhasbeendesignedtoaddresstheadditionalidentifiedneeds.FundamentalworkingknowledgeoftasksbeingperformedisacquiredbytheMDSSATprogram.ThetrainingconcentratesondevelopingtheskillsandknowledgeofanMDStosafelyoverseetasksformulti-disciplineworkteams.Thecandidatesobtainknowledgeofworkcontrolprocessessincetheyneedtohaveaperspectiveofbothmaintenanceandplantoperations,aswellasanunderstandingofadministrativeprocedures.TheMDSinitialtrainingprogramconsistsofthreeparts;classroomandlaboratorytraining,mentoringandevaluation,andafinalinterviewwithmaintenancemanagement.Theclassroom/laboratorytrainingincludesprintreading,troubleshooting,electricalsafety,mechanicalpractices(alignments,pump/valvefundamentals),electricalpractices(electricalcomponents,testequipment,grounding),andcontrolcircuitmaintenance.Aftercompletingtheclassroomandlaboratorytraining,theMDSwillthentemporarilyworkundertheguidanceofamentorwhentheworkassignedisoutsideofthedisciplineofexpertise.Thementorwillbeassignedbymaintenancemanagement.ThismentoringprocessisapartoftheoverallMDStraininganditisrequiredforthesuccessfulcompletionof'initialtraining.Finally,interviewswillbeconductedbytrainingandmaintenancemanagementtoensurethateachMDScandidatepossessestherequiredskillsandknowledgetosuperviseworktasksfromotherdisciplinesinordertobeconsideredqualifiedtodirecttheactivitiesofmulti-disciplineworkteams.TheMDSwillalsoattendcontinuingtraining.Thelessonspresentedduringcontinuingtrainingareselectedbytrainingreviewcommitteesandarebaseduponfeedbackofperformanceissues,operatingexperience,industryeventsandinitiatives,procedurechanges,andplantmodifications,aswellasSATbasedselectedtopics.TherewillbeaqualificationtrackingprocessfortheMDSposition.AqualificationmatrixwilllisttheinitialandspecializedtaskareasandthequalificationsthateachMDSpossesses.Thismatrixwillbeusedtoensureonlyqualifiedsupervisorsareassignedtooverseemulti-disciplinetasks.Controlofpropersupervisionassignmentwillbethroughtheuseofthequalificationmatrixsimilartothequalificationmatrixwhichiscurrentlyusedforthecraft.InadditiontotheMDStrainingprovided,theMaintenanceDepartmentwillestablishadministrativecontrolsthatgovernmulti-disciplineworkteams.Thesecontrolswillfocusonprovidingguidanceforworkassignmentstoqualifiedcraftandsupervisors.Theseadministrativecontrolswillprovidedefense-in-depthtoensuresafe,andhighqualitymaintenancework.3.0oosedCesDescitioandBases/Justifcato31e0aesTheaffectedTSpages,markeduptoshowtheproposedchanges,areincludedinAttachment3(PSL1)andAttachment4(PSL2).TS6.3.1isrevisedtoprovideclarificationoftheexistingrequirementsbyincludingthewords"forcomparablepositions",andreformattingtheexceptionstoANSI/ANS-3.1-1978asindividuallineitems.ThisspecificationisalsoamendedtoincludetherequirementsforMDS.

St.LucieUnit1andUnit2DocketNos.50-335and50-389ProposedLicenseAmendmentsCSL-98-279Attachment1Page4of66.3.1EachmemberofthefacilitystaffshallmeetorexceedtheminimumqualificationsofANSI/ANS-3.1-1978forcomparablepositions,exceptfor.(1)theHealthPhysicsSupervisorwhoshallmeetorexceedthequalificationsofRegulatoryGuide1.8,September1975,(2)theShiftTechnicalAdvisorwhoshallhaveabachelordegreeorequivalentinascientificorengineeringdisciplinewithspecifictraininginplantdesignandplantoperatingcharacteristics,includingtransientsandaccidents,and(3)theMulti-DisciplineSupervisorswhoshallmeetorexceedthefollowingrequirements:a.Education:Minimumofahighschooldiplomaorequivalent.b.Experience:Minimumoffouryearsofrelatedtechnicalexperience,whichshallincludethreeyearspowerplantexperienceofwhichoneyearisatanuclearpowerplant.Training:CompletetheMulti-DisciplineSupervisortrainingprogram.3.2asis/Just'aoorPoosedCaesTS6.3.1isrewrittentoclarifytheexceptionstakenfromtheANSI/ANS-3.1-1978standardsforthefacilitystaffqualifications,anditem6.3.1.(3)isaddedtospecifyminimumqualificationrequirementsfortheMDS.Inthecaseofsingledisciplinesupervisors,theeducationandexperiencequalificationrequirementsshallcontinuetobeinaccordancewiththeANSI/ANS-3.1-1978standards.TheproposednewSpecification6.3.1.(3)delineatesthequaiiTicationrequirementsintheareasofeducation,experience,andtrainingfortheMDSsincethefunctionallevelforsuchapositionisdifferentthanthatofasingledisciplinesupervisor,andnotspecificallydefinedinanyANSIstandard.INPOaddressestherequiredexperienceformulti-disciplinesupervisorsbystatingthattheyneedtohaveafundamentalworkingknowledgeoftasksbeingperformed.FPLwillensurethatanMDSpossessesthisfundamentalworkingknowledgebyrequiringthateachMDSmeetsorexceedstheproposedTSMDSqualificationrequirementsasdefinedherein.~~~:TheproposedTSrequirementforeducationisahighschooldiplomaorequivalent.ThisisidenticalwiththeeducationalrequirementidentifiedintheANSIstandardsfornonlicensedsupervisors.~~3~:TheproposedTSrequirementforexperiencerequiresaminimumoffouryearsofrelatedtechnicalexperience,whichshallincludethreeyearspowerplantexperienceofwhichoneyearisataNuclearPowerPlant.Experienceisoneoftheareasevaluatedinordertoassesstheirtechnicalcompetenceandtodeterminetrainingneedsforqualifyingthecandidatestotheperformancerequirementsofthejob.TherequirementforfouryearsofrelatedtechnicalexperienceisbasedonasupervisorselectioncriteriathatrequirestheMDScandidatestobeproficientinoneormoretechnicaldisciplinesinordertobeconsidered.Thefouryearsofrelatedtechnicalexperienceexposespersonnel St.LucieUnit1andUnit2Docket'Nos.50-335and50-389ProposedLicenseAmendmentsac'a'osL-98-279Attachment1Page5of6tothegeneralworkprinciplescommontomaintenancedisciplinessuchasworkpracticesandmanagementexpectations,analyticalability,questioningattitude,collaborationandinvolvementamongcraftandfacilitystaff,andconservativeapproachtowardnuclearandindustrialsafety.Theseskillsareneededbypersonnelineitherasingleormulti-disciplinesupervisoryposition.Sincetheseandothersoftskillsareacommonfactorineverytechnicaldiscipline,itisexpectedthatsuchskillspromoteconsistencyinsupervisionindependentofadiscipline.Accordingly,relatedtechnicalexperienceforfouryearsprovidessufficientinsightongeneralprinciplesneededformaintenancesupervision.TheproposedTSrequiresthatthefouryearsofexperienceshallincludethreeyearsofpowerplantexperience,ofwhichoneyearisatanuclearpowerplant.ThisrequirementismorerestrictivethanSection4.3.2ofANSI/ANS-3.1-1978andisconsistentwithpartoftheexperiencerequirementfoundinANSI3.1-1993.ExperienceissupplementedwithadditionaltechnicalknowledgeandskillsrequiredforjobperformancebythespecificMDStraining.Basedonthejobspecificanalysisconducted,theMDStrainingprogramensuresthatafundamentalworkingknowledgeofthetasksbeingperformedisacquiredbyallMulti-DisciplineSupervisors.~63~3:TheproposedrequirementfortrainingistocompletetheMulti-DisciplineSupervisortrainingprogram.InitialandcontinuingMDStrainingensurethatpersonnelarequalifiedtoperformthejobrequirements.ThetrainingprocessisbasedonasystematicapproachtotrainingandutilizesINPOAcademyStandards.TheMDSinitialtrainingprogramisestablishedtodeveloptheskillsandknowledgenecessarytosupervisemulti-disciplineworkteams.ThebasicelementsforestablishingasystematicMDStrainingprogramincludethefollowing:Thesystematicanalysisofthejobtobeperformed.TheMDSpositionisanalyzed,andtheskillsandknowledgerequirementsofthetasksperformedaredeterminedtoensurecompetentjobperformance.b.Establishmentofprerequisiteeducation,skills,andknowledgerequiredforentryintotheMDStrainingprogram.DesignanddevelopmentoftheMDStrainingprogramcurriculumandassociatedlessonsbasedonjobperformancerequirementsidentifiedinthejobanalysis.ImplementationoftheMDStrainingprogramtoensureknowledgeandskillsareobtainedtomeetjobperformancerequirements.EvaluationoftheMDScandidate'sabilitytosatisfyjobperformancerequirements.EvaluationandrevisionoftheMDStrainingprogramtoensureprogrameffectivenessismaintained.

St.LucieUnit1andUnit2DocketNos.50-335and50-389ProposedLicenseAmendmentsac'ca0sACHMENT2toFPLLeterL-98-9DETERMINATIONOFNOSIGNIFICANTHAZARDSCONSIDERATION St.LucieUnit1andUnit2DocketNos.50-335and50-389ProposedLicenseAmendmentsac'L-98-279Attachment2Page1of2DETERMINATIONOFNOSIGNIFICANTHAZARDSCONSIDERATIONDescriptionof'mendmentrequest:TheproposedamendmentswillincorporatespecificstaffquaIificationsforaMulti-DisciplineSupervisor(MDS)positionintoadministrativecontrolsTechnicalSpecification6.3,"UnitStaffQualifications,"forSt.LucieUnits1and2.Pursuantto10CFR50.92,adeterminationmaybemadethataproposedlicenseamendmentinvolvesnosignificanthazardsconsiderationifoperationofthefacilityinaccordancewiththeproposedamendmentwouldnot:(1)involveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated;or(2)createthepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated;or(3)involveasignificantreductioninamarginofsafety.Eachstandardisdiscussedasfollows:(1)Operationofthefacilityinaccordancewiththeproposedamendmentwouldnotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated.Theproposedamendmentsdonotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluatedbecausetheproposedchangesareadministrativeinnatureaddressingpersonnelqualificationissues.TheMulti-DisciplineSupervisor(MDS)positionwillbefilledwithpersonnelwhoareexperiencedinoneormoretechnicaldisciplines(maintenance,operations,engineering,orotherrelatedtechnicaldiscipline).FundamentalworkingknowledgeoftasksbeingperformedwillbeacquiredthroughtheMDSinitialtrainingprogram.ThetrainingconcentratesondevelopingtheskillsandknowledgeofanMDStosafelyoverseetasksformulti-disciplineworkteams.Therefore,fouryearsexperienceinanyrelatedtechnicaldisciplineordisciplinescombinedwiththeMDStrainingprogramprovideadequatetechnicalknowledgeforproperjoboversight.Theseproposedchangeswillnotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluatedbecausetheydonotaffectassumptionscontainedinplantsafetyanalyses,thephysicaldesignand/oroperationoftheplant,nordotheyaffectTechnicalSpecificationsthatpreservesafetyanalysisassumptions.Therefore,operationofeitherfacilityinaccordancewithitsproposedamendmentwouldnotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated.(2)Operationofthefacilityinaccordancewiththeproposedamendmentwouldnotcreatethepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated.Thechangesbeingproposedareadministrativeinnatureanddonotaffectassumptionscontainedinplantsafetyanalyses,thephysicaldesignand/ormodesofplantoperationdefinedinthefacilityoperatinglicense,orTechnicalSpecificationsthatpreservesafetyanalysisassumptions.ThesechangesaddressqualiTicationrequirementsfortheMDSposition.Sincetheproposedchangesdonotchangethequalificationsforthoseindividualsresponsiblefortheactuallicensedoperationofthefacility,operationofthefacilityinaccordancewiththeproposedamendmentswouldnotcreatethepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated.Nonewfailuremodeisintroducedduetotheadministrativechangessincetheproposedchangesdonotinvolvetheadditionormodificationofequipmentnordotheyalterthedesignoroperationofaffectedplantsystems,structures,orcomponents.Therefore,operationofeitherfacilityinaccordancewithitsproposed St.LucieUnit1andUnit2Docket'Nos.50-335and50-389ProposedLicenseAmendmentsFacil'ttaualificaionsL-98-279Attachment2Page2of2amendmentwouldnotcreatethepossibilityofanewordifferentkindofaccidentfromanyaccidentpreviouslyevaluated.(3)Operationofthefacilityinaccordancewiththeproposedamendmentwouldnotinvolveasignificantreductioninamarginofsafety.Theoperatinglimitsandfunctionalcapabilitiesoftheaffectedsystems,structures,andcomponentsareunchangedbytheproposedamendments.TheproposedchangestoaddtheMDSpositionhavemanagementandadministrativecontrolsassociatedwiththerequiredqualiTicationrequirements.TheSt.LucieUnit1andUnit2TechnicalSpecificationswillensurethatanyindividualfillingtheMDSpositionhastherequisiteeducation,experience,andtraining.Theproposedchangesdonotalterthebasisforanytechnicalspecificationthatisrelatedtotheestablishmentof,orthemaintenanceof,anuclearsafetymargin.Therefore,operationofeitherfacilityinaccordancewithitsproposedamendmentwouldnotinvolveasignificantreductioninamarginofsafety.BasedontheabovediscussionandthesupportingEvaluationofTechnicalSpecificationchanges,FPLhasdeterminedthattheproposedlicenseamendmentsinvolvenosignificanthazardsconsideration.
