DESCRIPI'ICN of EVENT On October 24, 1980, with Unit No~ 2 at 100% p.:>wer, 'MOP-21. 3 was perfonnerl to verify the operability of the Control Room emergency ventilation system prior td breaching the control :roc:::rn pressure boundary (installation of a new fire damper) *. The.. emergency ventilation was proven operable, however a p.:>sitive pressure, of greater than O. 05 inches of water, could not be maintain.Erl in the control rcx::m.

This is contra:ry to Technical Specification 3.19.A and is re-p.:>rtable per Technical Specification 6.6.2.b.(2).

PIDBABLE CONSEQJENCES and S'm'IUS of REDUNDANT EgJIPM:8NT

.. The requirement of 0.05 inches of water ensures t.1-iat the integrity of the

The emergency ventilation system was o~le and a need for~ttled. a~. g.,icl. ~t-~~*-*

Therefore the health and safety of the pililic were not affecterl.

CAUSE

The doors fran t.'1-ie emergency Switchgear Roan to the 'furbine building w:iuld not close properly and the seals on the doors to the Instrument Shop, TUrbine building (26'6") #3 machinery room and cable tunnels had deterioraterl due to,;usage.

4., IMMEDIATE CORRECTIVE ACTION Verified the emergency ventilation system to be functional.

Initiaterl an investigation to detenn:ine the source of leakage.

SUBSEgJENT CORRECTIVE ACTION Defective doors were identifierl and repaired.

6.

ACTION 'mKEN to PRE.VENT RIDJRRANCE Frequent perfonnance of the MJP and the develoi;:nent of check list for door seals *will identify developing problems.
